[김일웅 기자 = 경기북부/강원] 지난 12일 13일 양일간 경기도의회 교육기획위원회 위원장 정윤경 의원은 제354회 임시회에 상정 예정인 경기도교육비특별회계 2021년도 제4차 수시분 공유재산 관리계획안 심사 안건 사전 보고회를 실시했다고 밝혔다. 

이 자리에는 정윤경 위원장을 비롯하여 황진희 부위원장과 임채철 부위원장이 참석했으며, 도교육청 담당부서(기관)는 신종 코로나바이러스 감염증(코로나19) 확산으로 인한 사회적 거리두기 단계를 고려하여 최소한의 인원으로 진행됐다고 했다. 

대상 안건은 경기형 특화사업을 포함하여 총 147건이며, 그 중 그린스마트 미래학교 사업에 따른 학교 건물 개축․리모델링 등이 118건으로 전체 안건의 약 80%이고 그 외에 교육지원청 증축 사업 6건, 매입형 학교신설 및 변경이 7건, 학교시설 증축 및 증축 변경 관련 15건이 보고됐다고 했다.

금 번 보고회는 계획 단계부터 사업을 면밀히 점검하여 심의의 효율성을 제고했고, 먼저 경기형 특화사업의 예산지원 쏠림현상에 대한 지적이 있었으며, 특히 체육관의 경우 경과년수가 얼마 안 되었음에도 리모델링을 추진하고 있어 비선정 학교와의 시설격차에 대한 우려를 표했다고 했다.

교육청 청사 증축건에 대한 종합적 검토도 피력했고, 단순한 청사의 증축을 추진할 것이 아니라 폐교 학교의 활용, 교육청 행정 수요, 기관 동선 등을 종합적으로 고려하여 추진할 것을 주문했으며, 또한 기존의 답습적 학교 건물 리모델링이 아닌 향후 활용 가치를 고려한 공간 혁신을 사업부서에 요구했다고 했다.

임채철 의원은 “1기 신도시인 성남, 군포, 안양 등 관내 학교도 30년이 넘었는데 그린스마트 미래학교 선정 학교만을 대상으로 경기형 특화사업과 연계한 것은 문제가 있다”면서 비선정 학교에 대한 지원 방안도 요청했다.

정윤경 위원장도 “경기형 특화 사업은 도교육청 자체 재원 6,924억 원이 투입되어 학생, 학부모 등 주민에게 큰 영향을 미치는 사업임에도 계획수립 단계부터 도의회와 소통하지 않은 점은 상당히 유감이다.”라고 밝혔다.

또한 사업추진 과정에서 챙겨야 할 사항도 제시했고, 기존 매입형 유치원 의 문제점을 제시하면서 매입형 유치원 신설 시 교무실, 급식실, 주차 등의 면적이 충분히 확보될 수 있도록 요청했으며, 학부모, 인근 주민, 학생들과의 참여와 소통도 거듭 당부했고, 건물 설계와 기부채납 시 수요자들의 다양한 의견 수렴으로 원활한 사업 추진과 맞춤형 공간이 학생들에게 제공될 수 있도록 교육청 관계자들의 노력을 주문했다고 했다.

이날 도교육청 관계자는 “의회 사전 보고가 미흡했던 점은 교육청의 잘못이라고 생각한다.”며 “향후 도의회와 보다 적극적으로 소통하고 의원님이 지적 및 요구하신 내용은 사업 추진시 최대한 반영하여 추진하겠다.”고 답했다.

정윤경 위원장은 “재산의 취득 및 운용, 처분의 과정이 경기도민의 삶에 큰 영향을 미치는 만큼 주민의 의사를 대표하는 도의원으로서 학교 현장과 주민의 목소리를 반영하여 보다 신중하게 심의하기 위해 이 자리를 마련하였다.”면서 “사업 추진 시 교육청 주도형이 아닌 교육공동체와 함께하는 사업을 추진해 줄 것”을 교육청 관계자에게 재강조하면서 보고회를 마쳤다.
