[김일웅 기자 = 경기북부/강원] 7월 20일 경기도의회 교육기획위원회 정윤경 위원장이 대표발의한 「경기도교육청 동물학대 예방교육 및 지원 조례안」이 제353회 경기도의회 임시회 제2차 본회의에서 최종 의결될 예정이라고 밝혔다.

정윤경 위원장은 “최근 수원 길고양이 비쥬 살해사건, 김포 개농장 전기 도축 등 동물들을 잔혹하게 학대·살해하는 사건들이 연속적으로 발생하고 있고, 사회적으로 아동과 청소년에 의한 동물학대사건까지 발생하고 있어 올바른 교육의 필요성이 요구됨에 따라 동물에 대한 책임의식과 생명 존중감을 제고하고자 마련하게 되었다” 고 조례 제정취지를 밝혔다.

본 조례안은 안 제4조에 동물학대 예방교육 및 지원을 위한 동물학대 예방교육 추진목표 및 방향, 동물학대 예방 및 생명존중 교육, 동물학대 예방 활동 등을 포함한 기본계획을 수립하고, 효율적인 운영을 위해 ‘자살예방 및 생명존중교육 계획’에 포함하여 수립할 수 있도록 규정하였다고 했다. 

이어서 안 제5조에 교육감으로 하여금 동물학대 예방교육 및 지원 사업을 실시하는데 필요한 경비를 예산의 범위에서 지원할 수 있도록 하고, 안 제6조 및 제7조에 동물학대 예방교육의 효율적인 추진과 내실있는 교육 시행을 위해 사무위탁 및 협력체계를 구축할 수 있도록 규정하였다고 했다.

정윤경 위원장은 “「동물보호법」은 동물학대 방지 및 보호에 대한 내용이 중심이므로 선제적이고 예방적인 조치가 미비한 실정”을 말하며, “특히, 성인이 되면 사고의 전환에 한계가 있기 때문에 유치원부터 교육을 통해 기본 인식을 확실히 하는 것이 중요하며, 본 조례 제정으로 어릴 때부터 아이들이 동물을 사랑하는 방법을 배움으로써 생명존중 정서를 함양하는데 기여할 것으로 기대된다”고 제정 소회를 밝혔다.

한편,  「경기도교육청 동물학대 예방교육 및 지원 조례안」은 7월 20일 본회의에서 최종 의결된 후 경기도교육청으로 이송되어 공포 후 시행될 예정이라고 전했다.
