[김일웅 기자 = 경기북부/강원] 지난 7일 경기도의회 교육기획위원회 위원장 정윤경 의원은 경기도교육청 특수교육관계자들과 함께 특수학교 운영관련 정담회를 가졌다고 밝혔다.

이번 정담회는 경기도의회 교육기획위원회에서 지난 6월 15일 의왕정음학교 현장방문 시 제기된 특수학교 학부모들의 민원에 대한 조치와 후속대책을 논의하기 위해 마련된 자리라고 했다.

당시 현장방문에서는 특수학교설립시 사용자중심 설계, 효율적 BF 인증 방안마련, 신설교 실정을 감안한 예산지원, 통학버스 확대와 안전확보 등 장애학생을 둔 학부모들의 답답한 마음이 교육기획위원회 위원들에게 고스란히 전해진 자리였다고 했다. 

이날 정담회에 참석한 경기도교육청 관계자는 교육기획위원회 의원들이 요구한 사항중 특수학급교재교구비와 운영비로 약 1억 8천만원을 추가지원하고, 통학버스 1대 증차요구를 금번에 이행할 예정이라고 보고했다고 했다.

또한 통학버스의 썬팅요구에 대해서는 관련규정에 따른 제약이 있어 대안으로 열차단필름설치 예산지원이 가능하다고 하였으며, 신축시 설계와 관련하여 신설교 관리자 및 학부모대표를 추천하겠다고 보고했다고 했다. 

정윤경 위원장은 신설되는 특수학교에서 나타나는 다양한 문제점에 대해 보통교부금의 배분과정에서 역차별을 받고 있는 경기도가 갖고 있는 심각한 문제라며 특히, 신설학교 설립시 지원하는 신설학교경비 규모만 보더라도 경기도교육청은 8억원 정도로 대구 27억원, 강원 16억원 등 타시도에 비해 매우적게 받고 있어, 학교 민원발생의 근본적인 이유라고 말했다.  

이어 특수교육과에서는 차량도우미 증원요구에 대해 특수학교 전체에 해당되는 사항으로 예산부담을 고려해야 하는 상황이고, 학급당 인원감소 요청에 대해서는 법률개정이 필요한 사항으로 법률개정후 후속조치를 해나가겠다고 설명했다고 전했다.

이에대해 정 위원장은 국립특수학교는 2명의 차량안전도우미를 지원하고 있는 것으로 알고 있다며, 통학에 장시간이 소요되고 다양한 어려움이 발생할 수 있는 상황에서 일반학교와 같이 차량도우미를 1명만 배치한다는 것은 상식적으로 이해할 수 없는 일이라며, 이에대한 심각성을 알리고 추가경정예산편성시 반영할 수 있도록 노력해 나가겠다는 의지를 표명했다. 

정윤경 위원장은 “특수학교 장애학생의 학부모들은 누구보다 많은 어려움을 느끼고 있다”며 정책의 시작부터 끝이 아이들을 가장 잘 이해하고 있는 특수학교 학부모들의 참여와 관심속에 추진될 수 있도록 마음으로 다가가야 할 사업들“이라고 했다. 또한, ”잘못된 것을 심각하게 받아들이지 않는다면 장애인애 대한 차별은 없어지지 않을 것“이라며 교육관계자들의 적극적인 관심과 노력을 당부했다.
