이번 1차 협의회는 1, 2부 행사로 나누어 진행 되었으며, 1부 행사에서는 의정부시상권활성화재단 이사장인 안병용 시장의 위원들에 대한 위촉장 수여 및 인사말씀, 2부 행사에서는 협의회 위원장인 김광회 대표이사가 회의를 진행하여 부위원장 선출 및 2021년 재단의 주요 사업계획 등 현재 진행중인 사업들에 대한 설명 및 시설물 견학 순으로 진행하였다고 했다.
