[김현우 기자 = 가평] 가평군 ‘자전거도로 태양광발전 사업’이 새로운 국면에 접어들었다. 지난 2021년 07월 경기도로부터 받은 전기사업 준비기간이 만료됨에 따라 사업 중단 가능성이 제기되고 있다. 사업 시행자인 성우에셋은 가평군에 준비기간 연장을 신청했다. 하지만 가평군은 주민 반대가 심하고 가평군의회도 반대하고 있는 상황으로 사업주 손을 일방적으로 들어주기 곤란한 상황이다. 이러지도 저러지도 못하는 가평군으로서는 해법 마련에 골머리를 썩고 있는 입장이다.  

 

사업주 연장 신청...결과 따라 희비 갈린다

 

가평 자전거도로 태양광사업을 두고 주민과 사업체 간 갈등은 지속될 전망이다. 사업주는 사업준비 기간 만료(2023.01.20.)를 앞둔 1월 9일 연장을 신청했다. 지역주민들은 사업주 연장 신청을 불허해 줄 것을 가평군에 요청하고 있다.  

 

태양광사업은 지난 2021년 7월 경기도로부터 사업 허가를 받았고, 2023년 1월 20일까지(18개월) 사업 준비를 완료해야 한다. 만약 사업주가 해당 기간 동안 준비 완료를 하지 못할 경우 경기도로부터 업무위임을 받은 가평군은 사업 중단 명령을 내려야 한다.

 

현재 사업주는 지속되고 있는 주민 반대로 추가 구간 설치에 난항을 겪고 있다. 지금까지 가평읍 내 상색리, 하색리 인근만 설치가 완료됐고, 상천리와 하천리는 손도 대지 못하고 있는 상황이다.

가평군은 사업주의 연장신청에 따라 오는 3월 9일까지 결과를 통보해야 한다. 다만, 검토 과정 중 검토가 더 필요하다고 판단하면 기간을 연장할 수 있다.

 

가평군은 이번 연장 허가를 법률자문가 자문을 받아 검토한다는 입장이다. 하지만 주무 부서인 소상공인지원과는 법률 자문이 사업연장을 위한 것인지 아니면 연장 불허에 따른 소송을 대비한 것인지 묻는 말에는 즉답을 회피했다. 

 

소상공인지원과 관계자는 “법률 자문 뿐만 아니라, 주변 지자체와 경기도에도 자문을 구해 모든 의견을 종합해 검토해 처리할 예정이다. 원래 연장 허가 같은 경우는 최종 결재권자가 과장이다. 하지만, 이렇게 중대한 현안에서는 국장님, 혹은 군수님까지 올라갈 수 있다.”라며, 이번 연장 결정이 최 고위층 의중에 따라 결정될 수 있음을 암시했다. 

 

하지만, 일각에서는 주민 반대에도 불구하고 연장 결정이 이뤄질 것이라는 전망이 나온다. 주민들의 피해 호소가 이어지고 있으나, 가평군 결정은 차일피일 미뤄지고 있기 때문이다. 또, 가평군이 다른 지방자치단체에 자문을 받겠다는 말을 하고 있는 것도 연장 결정 이유를 찾기 위한 방편이라고 주장한다.

가평군 고구마 행정에 지역민 속만 타들어가

 

지난 1월 20일 가평군청에서는 태양광발전 사업 관련 간담회가 개최됐다. 이날 간담회는 ㈜성우에셋 대표와, 가평군 소상공인지원과 과장 및 팀장을 포함한 관계자들, 그리고 설치를 반대하는 청평 하천리 마을 이장과 주민 등 20여명이 참석했다.

 

하지만 간담회는 아무런 소득 없이 마무리됐다. 사업주 측은 주민들 의견을 듣는다고 말은 하고 있지만 사업 지속의 뜻을 밝혔고, 주민들은 안전과 경관훼손을 들어 반대 입장을 고수하고 있는 상황으로 양측 입장차이가 좁혀지지 않았기 때문이다. 

 

마을주민들은 이번 간담회가 사업주 요청에 따라 연장을 위한 요식행위 차원에서 이뤄진 것 아닌지 의심하고 있다. 또, 가평군의 결정에 따라 집단행동에도 나설 것이라고 말하고 있다. 

 

박춘근 하천리 마을 이장은 “이날 사업체와 가평군은 형식적인 말만 되풀이할 뿐 명확한 답을 제시하지 않았다. 우리 청평 주민들은 끝까지 항의할 것이며, 2월 중에는 집회도 생각하고 있다. 만약, 허가를 내준다면 우리 청평 모든 주민을 납득할 만한 의견을 제시해야 할 것이고, 그렇지 못할 경우 끝까지 싸울 것이다”라며, 강력한 의지를 내세웠다.

겨울철 고드름 문제, 안전 경고등

 

자전거도로 안전문제를 지적하는 이도 있다. 지난해 본지가 태양광 사업을 취재할 당시 주민 일부에서 태양광 패널에 쌓인 눈으로 고드름이 발생을 우려한 이들이 있었다. 자전거 도로 이용자들에게 위험하다는 주장이었다.

확인 결과, 주민들 예상은 사실이었다. 태양광 패널 밑에는 고드름이 많이 생겼고, 심지어 고드름이 도로에 그대로 떨어진 흔적도 찾아볼 수 있었다. 만약, 고드름이 라이딩에 나선 이들에게 떨어지게 된다면 부상으로 이어질 수 있다.

 

가평읍 하색리 지역주민들도 불안감을 나타냈다. 지역 주민 A씨는 “눈이 엄청 많이 쌓인 날에는 수많은 큰 고드름들이 맺는다. 불안해서 그 밑을 지나갈 수가 없다. 여행객들이 오면 위험하니 저 밑으로 가지 말라고 말할 정도다. 이렇게 무책임하게 만든 사업체나, 이걸 도와준 가평군을 보면 속이 터질 것 같다”라며, 가평군의 무책임한 행정에 울분을 토해냈다.

 

가평군도 해당 사안에 대한 대책을 마련하겠다는 방침이다. 군 관계자는 “이 부분에 대해 현장에 나가 확인했고, 바로 사업체에게 알렸다. 사업체는 조속히 고드름을 처리하고, 또한 눈이 올 때마다 사후관리를 하겠다는 답변을 받았다. 가평군도 현재 설치된 발전 시설에 대해 주민들이 다치지 않게 계속 확인을 할 것이다”라고 말했다.
