신청 자격은 공고일 현재 원주시에 주 사무소를 두고 있는 사회복지법인, 비영리 법인·단체(단, 국가 또는 지자체가 설립한 비영리 법인은 지역 제한 없음) 또는 원주시에 3년 이상 계속해서 주민등록을 두고 있는 개인이라고 했다.
