[김현우 기자 = 경기북부/강원] 양양군이 농촌의 공익기능을 증진하고 농업인의 소득안정 도모를 위한 ‘2021년 기본형 공익직불금’ 54억2천만 원을 3,104농가에 지급한다고 밝혔다.

‘기본형 공익직불제’는 기존 쌀‧밭‧조건불리직불제로 지원해왔던 사업이 지난해부터 기본형 공익직불제로 통합 개편됐으며, 올해로 시행 2년차를 맞고 있다고 했다. 

소농 직불금은 농촌에 연속 3년 거주 및 연속 3년 영농종사 등 8가지 지급요건 충족 시 농가 당 120만원을 지급하며, 그 외 면적직불금은 구간별 단가를 적용하여 논 진흥면적 기준 ha당 2백5만원을 지급한다고 했다.

양양군은 1,648농가에 소농직불금 19억8천만 원, 1,456농가에 면적직불금 34억4천만 원을 지급하며, 승계 등 추가 지급 대상자는 12월 중순 이후 지급할 계획이라고 전했다.

양양군은 그동안 기본형 공익직불금 지원을 위해 지난 4월부터 5월 말까지 읍‧면사무소에서 신청‧접수를 받고, 7월부터 11월 말까지 신청자와 신청농지에 대해 소득 검증과 적격여부 이행점검을 거쳐 12월 초 최종 지급대상자를 확정했다고 전했다.

양양군 관계자는 “공익직불금 지원으로 농가 간 소득 불균형이 완화되고, 환경보전, 식품안전 등 농업인의 역할에 대한 인지도가 확산되어 농업·농촌의 공익기능이  증진될 것으로 기대한다”고 밝혔다.
