[김일웅 기자 = 경기북부] 지난 6월 15일(화) 경기도의회 교육기획위원회 정윤경 의원이 대표발의한 '경기도 문화예술인 성인지 문화 확산에 관한 조례안'이 문화체육관광위원회 심의를 통과했다고 밝혔다.

정윤경 의원은 “2016년부터 시작된 미투(Me Too) 운동으로 제기된 우리 사회의 성차별·성폭력 문제는 프리랜서나 비정규직 예술가들이 대다수인 문화예술 분야에 빈번하게 제기되면서 심각한 사회문제로 떠올랐다”며 “기존의 성인지 조례가 있지만, 문화예술계의 특성상 미투 발생 등 문제제기가 많아 특별히 이 영역에서 성인지를 강화하기 위한 목적에서 본 조례를 추진하게 되었다”며 조례 제정 취지를 밝혔다.

본 조례안은 '문화예술 분야 성인지 문화 확산을 위한 조치 실행과 관련된 도지사의 책무를 규정'하고 '성인지 감수성 교육 사업 및 성범죄 예방 사업 등 성인지 문화 확산을 위한 사업 지원'과 '성인지 문화 조성 및 확산 정책 이행을 조사·분석하는 성인지 옴부즈맨 제도' 등을 주요 내용으로 담고 있다고 했다.

정윤경 의원은 경기도의회 연구단체인 경기문화정책포럼의 회장을 맡아 ‘경기도 문화예술분야 성인지 정책수립과 이행 분석 연구’에 대한 연구용역과 다양한 진영의 의견 수렴을 통해 본 조례안의 기틀을 마련하였다고 했다.

정 의원은 “본 조례를 통해 문화예술 분야의 성차별적이고 위계적인 조직문화 개선 및 건강한 성인지 문화 확산 등 문화예술계 성평등 문화 생태계가 조성되기를 기대해 본다”며 제정 소회를 밝혔다.

문화체육관광위원회 심사를 통과한 본 조례안은 오는 6월 23일(수) 제352회 제4차 본회의에서 최종 의결될 예정이라고 했다.
