[김일웅 기자= 경기북부] 경기도는 오는 25일 오후 국제개발협력학회와 함께 판교 테크노밸리 글로벌R&D센터에서 ‘아·태지역 지방정부 평화 ODA와 경기도의 역할’을 주제로 한 제2회 국제평화토론회를 개최한다고 밝혔다.

올해를 ‘경기도형 평화 공적개발원조(ODA)’ 추진의 원년으로 삼은 경기도가 국내외 각계 전문가들과 아시아·태평양지역 지방정부의 평화 ODA가 나아가야 할 방향을 모색해보는 자리를 마련했다고 했다.

‘경기도형 평화 ODA’는 인도주의적 사업을 기반으로 수원국(受援國)의 경제사회적 개발을 촉진함으로써 궁극적으로 평화가 확산·정착되는 기반을 조성하는 데 중점을 두고 있다.

이번 지방정부 평화 ODA에 대한  발전 방향 모색을 위해 경기도 및 도의회, 세계지방정부연합 아·태지부, 시민단체,  학계가 참석한 가운데 학계의 입장 및  의견 공유, 협력을 강화하는 토론을 벌이다는 입장이다.
 

이번 토론회에서는 곽재성 경희대 교수가 좌장을 맡고 김성규 국제개발협력학회 회장이 ‘지방정부 평화 ODA 방향’에 대해 주제발표를 진행한 후 토론자들과 토론을 벌이는 방식으로 진행된다고 말했다. 기존 지방정부 ODA를 아·태지역에서부터 ‘평화 ODA’라는 방향성을 갖고 추진할 필요성에 대해 논의될 계획아라고 했다.

토론자로 신준영 경기도 평화협력국장, 전성환 시도지사협의회 사무총장, 정희시 경기도의회 의원, 버나디아 텐트라데위 세계지방정부연합 아태지부(UCLG ASAPC) 사무총장, 조대식 국제개발협력민간협의회(KCOC) 사무총장, 박지연 전북대 교수가 나설 예정이다.

이 자리에는 이재강 평화부지사가 기념사를, 심규순 도의회 기획재정위원회 위원장이 축사를 맡아 지방정부 차원 평화 ODA의 새로운 지평을 열 경기도의 역할을 강조할 예정이라고 말했다.

토론회는 코로나19 방역 수칙을 준수한 가운데 무관중으로 진행되며, 15일 오후 2시부터 유튜브 국제개발협력학회 채널을 통해 온라인 생중계 된다.

노주희 경기국제평화센터장은 “이번 토론회는 ODA에 대한 아·태지역 지방정부 차원의 협력체계 방안을 모색하는 자리가 될 것”이라며 “도는 토론회에서 제안된 내용들을 적극 수렴해 아시아·태평양지역 평화 ODA를 선도하는 지방정부로 거듭 나겠다”고 밝혔다.

이번 토론을 통해 "특히 경제개발협력기구(OECD) 개발원조위원회(DAC)에서 권고한 ‘HDP Nexus(인도주의-개발-평화 연계)’ 모델에 부합하는 국내 최초 지방정부 ODA 사업이라는 점에서 아시아·태평양 지역 내 타 지방정부들에게 새로운 모델을 제시할 것"으로 기대된다.
