이번 컨설팅에는 동두천시 지역사회보장협의체 사무국이 참여한 가운데 지역주도의 사회보장방안 마련과 주민력 강화를 통해 지역복지 활성화를 도모하는 논의를 했다고 밝혔다.

마을복지계획이란 행정안전부  주민자치형 공공서비스 구축사업으로 '이웃돌봄, 주민복지학교' 등 읍·면·동 단위 주민참여를 통해 자체적으로 해결이 가능한 소규모 의제에 대한 계획을 말한다고 했다.

마을복지계획은 주민참여를 통한 로드맵을 수립하고, 참여자 교육, 지역사회조사, 계획 수립·실행·평가 및 환류를 통해 실행되며, 동 특성에 따라 1년~3년마다 1회씩 수립이 가능하기 때문에 지역복지 활성화를 도모하는데 용이 하다고 밝혔다.

이에 김기덕 소요동장은 “주민이 주체적으로 마을 복지계획을 수립하는 것이 어렵기에, 민관이 함께 협력하여, 수평적 역할을 통해 한걸음씩 추진해 나가기를 기대한다.”고 전했다.
