[김현우 기자 = 경기북부/강원] 강릉시는 집중호우 및 태풍 등의 여름철 자연재난 대책 기간을 지난 5월 15일부터 오는 10월 15일로 정하고 재난의 예방.대비.대응.복구 체계를 구축하여 여름철 자연재난 총력 대응에 나섰다고 밝혔다.

강릉시는 본격적인 장마 시작에 따라 인명피해 최소화, 풍수해 저감을 위하여 그간 부서별로 추진한 사전점검 내용을 토대로 예방 활동을 시행 중이라고 전했다.

올해 5월부터 대형 건설 현장 우기대비 안전점검과 상습침수구역을 중심으로 공공하수관로(L=10.2km)를 준설 완료했으며, 주요 도로 19개 노선(L=56.9km)을 대상으로 빗물받이 준설작업을 추진하고 있다고 했다.

추가로 강릉시 관내 상하수도설비 공사업체 및 준설업체와 협력해 집중호우 시 긴급 출동할 수 있도록 비상대기 상태를 유지하고 있다고 전했다.

공동주택 94곳은 우기 대비 안점검검을 자체적으로 실시하였고, 시에서 8곳을 선정하여 손상, 균열, 지반침하 등을 추가 점검했다고 전했다.

옹벽에 균열이 발생 된 노후 된 공동주택의 경우 20여 개의 계측기를 설치하여 지속적인 관찰을 실시하고 있으며, 지하주차장이 침수되었던 곳은 주변 집수정․배수로 정비를 통해 시설을 일부 개선했다고 했다.

산사태 예방을 위한 산사태 대책본부를 6월부터 운영 중이며, 피해 우려지역 21개소에 사방사업을 진행하고, 우기까지 마무리가 되지 않은 곳은 미리 천막 등으로 수방 자재를 설치해 추가 피해를 막을 예정이라고 했다.

또한, 지난 3월 발생한 산불로 피해가 우려되는 옥계면, 성산면 및 왕산면 일대 도로 비탈면에 낙석방지망 설치를 7월 초에 완료할 예정이라고 했다.

강릉시 관계자는“최근 기후변화로 게릴라성 집중호우가 빈번히 발생하고 산불로 인해 자연재해에 취약해져 있는 만큼, 철저한 대비와 사전 안전조치로 사고예방에 최선을 다하겠다.”고 말했다.
