동해시는 17일 이와 같은 가로구역별 건축물 최고높이 지정 및 지형도면을 고시했으며, 이번 고시는 고시한 날부터 시행된다고 전했다.

현재 천곡지역 대부분은 스카이라인 등 도시경관을 고려해 「국토의 계획 및 이용에 관한 법률」에 따라 고도지구(15m~45m)가 설정돼 있으나, 이번 지정 지역은 고도지구에서 제외돼 있던 곳이라고 했다.

해당 지역은 고도지구(15m ~ 45m)에서 제외된 천곡동 일부 상업지역 18블록(면적 151,410.4㎡)으로, 도로로 둘러싸인 가로구역을 단위로 광로인접 60m, 대로인접 45m, 중로인접 30m로 건축물 최고높이가 지정됐다고 했다.

최근 동해안 일대 개발붐을 타고 고층(30~50층) 아파트 건립 계획이 우후죽순 추진되고 있어, 향후 난개발로 인한 공사 피해, 일조권 피해, 조망권 사유화 및 주차난 등 복합적인 문제점이 예상됐다고 했다.
