[김일웅 기자 = 경기북부/강원] 6일 김상회 수원시장 예비후보는 지난 4월 5일 국회 본회의에서 특례시(인구 100만 이상 대도시, 수원시·고양시·용인시·창원시)에 6가지 사무의 처리 권한을 추가로 부여하는 내용이 담은 ‘지방자치분권 및 지방행정체제개편에 관한 특별법(아래 ’지방분권법‘)’ 개정안과 1개 사무의 권한 이양을 담은 ‘비영리민간단체 지원법’ 개정안이 통과된 것에 대해 “적극 환영하며 수원특례시 완성을 위해 더욱 박차를 가하겠다”고 밝혔다.

김상회 수원시장 예비후보는 문재인 대통령을 보필해 ‘청와대 대통령비서실 자치발전비서관실 행정관’을 역임한 지방자치 전문가이며, 현재 대한민국특례시시장협의회 특별보좌관, 수원특례시발전연구소 소장으로 활동하고 있다고 했다.

이번 ‘지방분권법’ 개정안을 통해 특례시에 권한을 부여하는 6개 사무는 환경개선부담금의 부과·징수, 지방관리무역항의 항만시설 개발·관리, 지방관리무역항 항만구역 안에서의 공유수면 관리, 산지전용허가, 지방건설기술심의위원회 구성·기능 및 운영, 물류단지의 개발 및 운영이다. 해당 사무는 국무회의를 거쳐 법이 공포된 후 1년이 경과한 날부터 시행된다고 했다.

김상회 수원시장 예비후보는 “6개의 사무는 그동안 광역지자체의 권한이었지만 이제 특례시에서도 해당 사무를 처리하게 됐다”며 “지역 특성에 맞는 도시계획 수립과 효율적인 행정서비스를 제공할 수 있는 토대가 마련된 것”이라고 전했다.

또한 ‘비영리민간단체 지원법’ 개정안은 제2차 지방일괄이양법이 상임위별로 발의된 것 중 하나로, 인구 100만 이상 대도시 권한 이양과 관련해 총 3가지 권한이 올라왔다고 했다. 

이날 본회의를 통과한 ‘비영리민간단체 지원법’ 외에 ‘관광특구 지정 및 관리’가 문화예술체육관광위원회 심사를 마쳤고, ‘신기술창업집적지역 지정 협의 기능’이 산업통상자원중소벤처기업위원회의 심사를 기다리고 있다고 했다.

김상회 수원시장 예비후보는 “특례시의 사무권한 확보는 사무 수행에 필요한 비용 충당을 위해 반드시 재정특례와 특례시 공무원의 업무 전문성 강화를 위한 조직특례 권한 확보로 이어져야 한다”면서 “염태영 전 수원시장이 이뤄낸 수원특례시 출범의 성과를 적극 계승해 수원특례시 완성을 시민들과 함께 만들어내겠다”고 다짐했다.

한편 김상회 수원시장 예비후보는 안룡초등학교, 수원중학교, 수원공업고등학교 건축과, 서울신학대 신학과를 졸업했으며, 경기대 일반대학원 행정학 박사과정을 수료했다고 했다.
