강릉시는 11,587농가에게 오는 2월 11일까지 농지대장 전환 안내문을 발송하고 2월 28일까지 농지원부 수정 신청 접수 후 기존 농지원부를 재정비해 4월 15일까지 농지대장으로의 전환을 마무리 짓는 한편, 기존 농지원부는 4월 6일까지 발급이 이뤄지며 이후는 농가주 주소지에서 사본 편철돼 10년간 보존된다고 했다.

농지대장은 그동안 행정청 직권으로 작성해오던 농지원부와 달리 농업인 신고의무제로 변경됨에 따라, 임대차 계약 발생‧변경시 농지소유자는 변경사유가 발생한 날로부터 60일 이내 농지 소재지 지역관할 행정청에 변경신청을 해야 불이익이 발생하지 않는다고 했다. 

강릉시 관계자는“이번 개편으로 모든 농지에 대해 농지 소유‧이용 현황을 정확하고 신속하게 관리해 나갈 수 있을 것으로 기대한다”며“새로운 농지대장이 정착될 수 있도록 안내에 최선을 다하겠다”고 말했다.
