[김현우 기자 = 경기북부/강원] 강릉~제진 철도 건설 사업이 1월 5일 착공식을 개최하고 통일시대, 대륙의 시대로 나아가는 첫 발을 내딛었다고 밝혔다.

2018년 9월 동해북부선 철도 연결을 담은 “판문점 공동선언”을 시작으로, 2020년 4월 남북교류협력사업 선정 및 예비타당성조사 면제 후 조기 착공을 위해 속도를 높여왔다고 했다.   

기본계획 수립에 5개월이 소요되는 등 지난 12월 착공된 춘천~속초 동서고속화 철도와 ‘27년 동시 개통을 위해 강원도민이 함께 노력한 결과물이라고 했다.

강릉~제진 철도 건설 사업은 총 연장이 111.7km로 9개 공구로 나뉘어 발주됐으며, 전 구간 실시설계가 착수됐다고 전했다. 

9개 공구 중 우선 착공된 1공구는 턴키구간으로 남강릉 신호장을 시점으로 강릉역을 잇는 7.7km의 노선이며, 지난 11월 실시계획 승인됐다고 했다.

턴키 3개 공구는 금년 8월까지 실시설계 완료 후 착공예정이며, 일반구간은 (5개 공구) 기본 및 실시설계가 완료되는 ‘23년 4월 이후 착공이 가능할 전망이라고 했다.  

강릉~제진 철도건설은 54년간 단절된 동해북부선을 새로이 연결함으로서, 짧게는 동해안을 철도로 연결하여 영동지역의 관광 활성화와 지역균형발전에 이바지할 것으로 기대된다고 했다.  

또한, 장래에는 남북철도와 유라시아 대륙철도망을 연결하여 순환철도망이 완성되면 여객과 물류 수송을 통한 남․북간 상생발전에도 크게 기여할 것으로 기대하고 있다고 했다.

앞으로, 강원도는 지역의 균형발전과 남북 간 경제협력 및 환동해 경제권 구축의 핵심교통망이 될 강릉~제진 철도가 계획된 기간 내에 마무리될 수 있도록 국비확보 노력 등 총력을 기울일 계획이라고 전했다.
