군은 수소경제활성화에 기여하고자, 우천면 문암리 117번지 일원 8,809㎡(2,664평) 부지에 30.36Mw/H 규모의 발전소를 유치하였으며, 사업비는 2,100억원 규모로 3개사(코엠퓨얼셀외 2)가 10Mw/H씩 발전을 하게 되며, 지난 2019년 6월 산업통상자원부의 전기사업허가를 시작으로 지난해까지 개발행위, 도로굴착허가 등 인허가를 완료하였으며, 오는 3월 착공, 2023년 6월 발전을 목표로 하고 있다고 했다. 

이번 발전소 유치로 '발전소주변지역 지원에 관한 법률'에 의거 반경 5km에 일반지원금은 발전 시작 후 1년이 지난 후 매년 3,000만원씩 교부되며, 특별지원금은 발전을 시작하는 해에 30억이 지원되어 문암리 약 6억원, 기타마을은 약 1억원정도로 지원될 것으로 예상되며, 지역일자리는 매년 34명의 고용효과를 낼 것으로 기대된다고 전했다. 

조형용 미래전략과장은 “수소연료전지 발전소 뿐만 아니라 수소충전소 건립 등 탄소중립 실현을 위해 앞장서는 것은 물론 향후 수소연료전지 발전소에서 발행하는 폐열을 재활용하여 스마트농업과 접목하여 횡성군의 농업정책 방향 또한 대전환이 필요할 것으로 전망한다.”고 밝혔다.
