[장선희 기자 = 경기북부/강원] 지난 27일 오후 5시, 군용기 소음 및 블랙이글스 스모크 피해 관련 '공군참모총장 횡성군 주민 간담회'가 제8전투비행단 대회의실에서 열렸다고 밝혔다. 

이날 간담회는 횡성군의 요구사항에 대한 공군참모총장의 답변 청취와 대책 논의를 위해 마련되었고, 박인호 공군참모총장은 스모크 성분조사에 대한 공군본부의 적극적인 공조 약속과 함께 향후 블랙이글스 기종 변경 시 모기지 이전을 포함한 국방 장기계획을 검토하라고 지시했다며, 진정성 있는 자세로 주민들의 피해 해결에 접근하고 있음을 피력했다고 전했다.

이번 간담회는 올 들어 두 번째 열린 공군참모총장과의 만남으로, 횡성군수 장신상, 횡성군의장 권순근, 횡성여자고등학교 민경성 교장, 횡성 군용기소음피해대책위원회 김명선 공동위원장, 최판섭 공동위원장, 박재경 집행위원장이 참석하였으며, 공군 측에서는 박인호 공군참모총장, 이형동 제8전투비행단장 등이 참석하였다고 했다. 

앞서 지난 9월 개최된 면담에서 횡성군은 블랙이글스 이전 국방중기계획 포함, 군소음법 피해 보상 현실화 등을 요구하였으며, 관련 내용이 담긴 건의문을 직접 전달한 바 있으며, 그러나, 공군 측은 간담회 추진 과정에서 상호 간 여건을 이해하고 소통하는 통상적인 업무협의 과정을 벗어나 형식과 내용 면에서 일방적 통보 방식의 진행 방식을 보여, 지역 주민의 강력한 반발을 사는 아쉬움을 남기기도 했다고 전했다. 

장신상 군수는 “공군의 최고 책임자인 공군참모총장의 국방 장기계획을 적극 검토하겠다는 발언은 그간 정체되어있던 군용기 피해 대책 마련에 물꼬를 트는 그 시작이라고 할 수 있다. 하지만 이에 만족하지 않고 앞으로도 보다 더 다각적인 방안 모색을 통해 군용기 피해에 대응해 나가겠다.”고 말했다.
