지난 2019년 10월 첫 삽을 뜬 이후 2021년 11월 약 2년여 만에 준공을 하게 되었고, 가평의 문화와 역사는 우리의 정체성을 나타내는 중요한 요소임에도 문화원이 독립된 공간 없이 문화예술회관 내 한 모퉁이에서 운영되어 옴에 따라 문화원사 신축에 대한 요구가 있었다고 했다. 

가평에서 진행된 항일 의병과 가평 3·15 독립만세 운동 등 항일의 역사와 중공군의 서울 진입을 막아 연합군 승리의 기틀을 마련한 가평전투의 전쟁의 역사 등과 문화역사적으로 의미가 있는 한석봉에 대한 유산, 대동법 시행을 추진한 잠곡 김육선생 등 여러 역사적 사실을 바탕으로 전통문화의 현대적 시사점을 찾고 알리는 역할을 수행할 예정이라고 했다.
