[김일웅 기자 = 경기북부/강원] 경기도의회 교육기획위원회 정윤경 위원장이 대표발의한 「경기도교육청 학교환경교육 진흥 조례 전부개정조례안」이 9월 15일 제354회 경기도의회 임시회 제4차 본회의에서 최종 의결되어 공포될 예정이라고 밝혔다.

정윤경 위원장은 “2020년 10월 우리 정부는 <2050 탄소중립 선언>으로 미래의 기후변화에 대한 대응성의 필요성을 인정하고 환경과 더불어 지속가능한 발전을 도모하고자 같은 해 12월 <2050 탄소중립 추진전략>을 발표하고, 2021년 5월 <2050 탄소중립위원회>가 공식 출범함에 따라 경기도교육청 환경교육에 관한 사항에 기후변화 대응 사항을 규정하여 후속세대의 환경학습권 보장을 통한 기후위기 환경보호의 중요성을 함양시키기 위해 본 조례안을 마련하였다”며 조례 발의취지를 밝혔다.

본 조례안은 제명을 「경기도교육청 기후변화 대응 탄소중립 환경교육 진흥 조례」로 변경하고, 환경교육 기본계획 수립·시행, 환경교육 진흥 협의회 설치와 기능, 환경교육 활성화 사업, 환경교육 우수학교 지정, 교원 연수, 지역사회 협력망 구축, 환경교육 전담부서 설치 및 운영, 환경교육센터 설치 및 운영 등의 내용을 담고 있다고 했다.

정윤경 위원장은 “한국판 뉴딜 대표과제 중 하나인 ‘2050 탄소중립’은 중장기과제이므로 교육부-교육청-교육지원청 간 상호 연동을 통한 환경교육 수업시수 확보 및 환경교과목이 채택되도록 유도하는 정책이 필요해 보이며, 의회 차원에서도 아낌없이 지원하도록 하겠다”고 말하며, “본 조례 개정으로 학생들이 환경에 대한 올바른 태도와 가치관이 형성되는 계기가 되어 기후위기 속 환경보호의 중요성과 환경학습권이 보장되는데 기여될 수 있기를 바란다”며 개정소회를 밝혔다.  

한편, 지난 8월 31일 ‘2050 탄소중립 목표’를 담은 「기후위기 대응을 위한 탄소중립·녹색성장 기본법」(「탄소중립 기본법」)이 국회 본회의를 통과함에 따라 우리나라는 유렵연합, 스웨덴, 영국, 프랑스, 독일, 덴마크, 스페인, 뉴질랜드, 캐나다, 일본 등에 이어 세계에서 14번째로 탄소중립을 법제화한 국가가 되어 탄소중립 사회로의 전환이 가속화 될 전망이라고 전했다.
