[김일웅 기자 = 경기북부/강원] 경기도의회 교육기획위원회 위원장 정윤경 의원은 제354회 경기도의회 제2차 본회의 5분 자유발언을 통해 경기도교육청 특수학교 설립 과정의 문제점을 지적하고, 그에 대한 대책을 마련할 것을 강력히 촉구했다고 밝혔다.

교육부는 제5차 특수교육발전 5개년 계획의 추진과제 중 하나로 ‘균등하고 공정한 교육기회 보장’을 내세웠고, 이에 경기도교육청은 38개 특수학교에서 5,153명의 학생들에게 특수교육을 제공하고 있으며, 올해 3월 용인다움학교, 의왕정음학교를 신설하는 등 지역 간 불균형 문제를 해소하고 특수교육 여건을 개선하고자 노력해오고 있으나, 학교 현장에서는 여러 가지 문제점들이 지속적으로 제기되고 있다고 했다.

정윤경 의원은 “경기도교육청은 특수학교 설립 시 평균 8억 원의 예산이 지원되는 것에 반해, 대구 20억 원, 강원 16억 원, 대전 12억 8천만 원 등 타 시·도에 비해 현격히 적은 예산을 지원받고 있다”고 말하며, 특수학교의 특성상 장애별, 학습연령대별 비품이나 교재교구가 차별화되는 점을 고려하여 설립 초기 비록 1개 학년만 있더라도 완성 학급 기준으로 교육활동을 위한 비품과 교재교구가 준비될 수 있도록 향후 특수학교 설립 시 소요예산을 증액해 줄 것을 요청했다고 전했다.

또한, 정 의원은 “장애학생들의 특수성을 고려하지 않은 학교 시설을 보완하기 위해 불필요한 예산이 낭비되고 있다”고 말하며, “특수학교 설계 단계부터 장애물 없는 생활환경, BF(Barrier Free) 인증을 고려하여 특수학교를 설립해야 하며, BF인증 전문가 배치 및 업무 담당자의 전문직무교육 등 전방위적인 시스템이 구축되어야 한다”는 의견을 밝혔다. 

이어서, 정 의원은 “대다수의 특수학생들은 중도·중복장애 학생으로 통학버스 안에서도 지속적인 관찰과 보호가 필요하지만, 일반적으로 통학차량 1대당 보조원이 1명 배정되어 있어 안전사고 위험성이 크고, 돌발사항 발생 시 대처에 어려움이 있다”고 지적하였다. 이에 정 의원은 “특수교육 대상 자녀를 둔 학부모들이 안심하고 아이들을 학교에 보낼 수 있도록 통학차량 보조원 증원을 적극 검토해주길 바란다”고 말했다.

끝으로 정 의원은 “특수교육대상자와 학부모들의 눈높이에 맞춘 섬세한 특수교육정책의 실현으로 특수학교 현장에 양질의 특수교육이 제공될 수 있기를 바란다”고 당부하며 발언을 마쳤다.
