[김일웅 기자 = 경기북부/강원] 이영주 경기도의원이 의료차트조작, 프로포폴 불법 투약, 조직 내 성범죄와 갑질 의혹 등과 관련해 수사를 받고 있는 경기도 의료원 본부와 6개 병원에 대한 특별감사를 촉구하고 나섰다고 밝혔다. 

이영주 의원은 “그동안 의료원 본부와 6개 병원에서 계속해서 불미스러운 사건들이 발생하고 있어 사건에 대한 명확한 조사와 책임 있는 조치들을 공개적, 비공개적으로 요구해 왔는데 별 반응이 없고 오히려 많은 사건들을 숨기려고 한다는 인상을 지울 수 없다” 며 “이제 더 이상 늦출 수도 없고 감춰서도 안된다” 는 입장을 밝혔다. 

이영주 의원은 “지난 3월 경부터 지금까지 의료원 관련된 사건들을 지켜보고 있고, 4월 경기도의회 제351회 임시회 본회의에서는 5분 자유발언을 통해 감사 기능 강화와 개혁 조치 마련을 공개적으로 요구하기도 했다. 마약류 불법 관리, 의료법 위반, 각종 성범죄, 직장 내 괴롭힘에 이어 코로나19 백신 잔여분 편법 이용 의혹 등 심각한 사건들이 계속되고 있지만, 의료원장이나 각 병원장을 포함한 임원들이 오히려 이를 쉬쉬하거나 부실한 내부 감사만 진행하고 있고, 감사 결과도 잘 공개하지 않는다. 경기도 보건건강국 등 집행부도 사건의 해결과 함께 책임자 징계, 향후 재발방지를 위한 개혁조치 마련 등에 있어 소극적이라는 인상을 받고 있다” 며 재차 특별감사와 개혁방안 마련을 촉구했다. 

이와 함께 이영주 의원은 경기도의료원에 대한 현행 경영평가제도가 심각한 한계를 드러내고 있어 제도적 변화를 시도할 것임을 밝혔다. 

현재 경기도 경영평가 시스템은 18개 공공기관(피 평가기관)의 특수성과 설립목적 달성, 사업 활성화를 위한 평가지표가 아닌 정부의 정책목표 달성을 위한 획일적인 공통지표 위주로 구성되어 있어 평가제도의 불합리성에 대한 개선이 필요한 사항이라고 했다. 

이에 대해 이영주 의원은 “경기도 경영평가 대상인 18개 출자‧출연기관은 ‘금융, 전시, 문화, 예술, 연구, 교육, 건설, 복지, 행사, 시설관리, 의료’ 등의 분야를 담당하면서 각기 다른 설립목적이 있고 운영상의 특수성이 존재하는데, 민간기업이 각 부서별 실적평가 하듯이 경영평가를 하고 있는 것은 더 이상 적절하지 않다”는 입장을 밝혔다. 

또 정상적인 평가지표로 산정된 평가결과와는 별도로 특정지표 위반 시, 평가등급을 강제로 낮추는 “평가등급 강등의 징벌적 평가제도 운영”으로 정상적인 평가결과를 스스로 부정하고 왜곡하고 있어서, 피 평가기관의 불신과 평가 피로도가 증가되고 있는 것이 현 경기도 산하기관 경영평가 체계의 한계라는 입장이라고 했다.
