[김일웅 기자 = 경기북부/강원] 27일 원주지방환경청은 통합환경허가를 받은 관내 통합허가 사업장을 대상으로 지역협의체 1차 정기 회의를 개최한다고 밝혔다.

지역협의체는 원주지방환경청, 한국환경공단 및 통합허가사업장 12개 (GS 동해전력, 춘천에너지 등)의 환경관련 부서장이 참여하고 있으며, 이번 정기 회의는 코로나 19 확산세로 인해 영상회의로 진행된다고 했다.

통합허가제도는 대기·수질·폐기물 등 7개 개별법에 따른 10가지 인·허가를 통합하고, 제조·처리 공정에서 발생하는 오염물질을 최소화하기 위한 최적 가용기법을 적용해 환경기술의 발전을 촉진하고 국민의 건강과 환경을 보호하는 것을 목적으로 한다고 했다. 

2017년 시행된 ‘통합환경법’에 따라 19개 업종의 대기·수질 1~2종 사업장을 대상으로 연차별로 순차 적용하고 있다고 전했다. 

원주지방환경청은 한국환경공단 및 관내 통합허가 사업장을 대상으로 올해 4월 지역협의체 발대식을 진행한 후 네이버 밴드 등을 통해 지속적으로 소통해 왔다고 했다.

이번 정기회의는 통합허가사업장의 환경관리 전반에 관한 사항을 공유하고 개선방안 논의를 통해 효율적인 이행관리를 할 수 있게 하고 통합법 개정 사항 및 개정 예정 법률, 주요 질의·회신 사례에 대해 공유하기 위해 마련됐다고 했다.

한편, 지역협의체는 효율적인 운영을 위해 상반기에는 현재 허가가 완료된 사업장 14개소(‘17년 허가대상 업종*)를 대상으로 개최하고, 하반기에는 ’18년 허가대상 업종** 및 신규 허가 예정 사업장 10여 개소 내외를 대상으로 개최할 예정이라고 전했다.
