이번 포럼에서는 환동해권의 중심지인 강릉시의 미래철도 및 교통·물류 기술 상생 연계를 위해 각 분야 전문가와 의견 교류를 한다고 했다.

한국철도기술연구원은 ‘스마트 K-모빌리티와 K-물류’와 ‘교통사업의 사회적 효과 분석 플랫폼을 활용한 강릉시 KTX개통 영향분석’대하여 주제발표를 하며, 또한, 산학연 각 분야 전문가의 종합토론을 실시하고, 전문가인 국토교통부 임종일 철도안전정책관, 우송대학교 이용상 교수, 국가철도공단 김윤양 정책개발처장, 코레일 지용태 해외남북철도사업단장, 한국교통연구원 이상민 박사, 국토연구원 이백진 박사, 한국건설기술연구원 이창용 박사, 강원연구원 김재진 박사 등이 참석하여 의견 교류를 한다고 전했다.

또한, 정부와 공공기관이 연계한 '강릉시 철도포럼'을 지속적으로 추진할 것을 제안하고, 강릉시와 유사한 환경을 지닌 익산시가 3년째 지속적으로 철도포럼을 추진 중으로, 한국철도기술연구원은 강릉시가 철도포럼 추진시 적극 지원한다고 했다.
