[김현우 기자 = 경기북부/강원] 2월 8일 동해시의회는 제315회 동해시의회 임시회 제2차 업무보고회를 개최하고, 행정과, 복지과, 가족교육과, 문화체육과, 민원과, 세무과, 회계과, 보건정책과, 예방교육과 등 9개 부서에 대한 업무보고를 청취했다고 밝혔다.

박남순 의원은 “재난이 발생했을 때, 행정의 손길이 미치지 못하는 부분을 채워주는 것이 자원봉사자들이다. 자원봉사센터 구성, 직원 채용, 보수 등을 보완하여 자원봉사 활성화와 행복한 동해시 조성에 집중해달라”고 당부했다.

이정학 의원은 “동해시민장학재단 설립을 기점으로 장학사업이 교육환경 여건에 맞게 변해야한다. 성적 우수자뿐만 아니라 다양한 분야에 지원될 수 있도록 대상자를 적극 발굴하여 미래인재육성과 교육도시로의 발전에 기여해야한다.”고 요청했다.

임응택 의원은 “단체교섭 및 실무 협의에 있어 공무원이든 공무직이든 어떤 부당함 또는 부당이득도 있어서는 안된다. 법령에 어긋남 없이, 우리시 실정에 맞는 교섭을 통하여 건전한 노사관계를 구축해야한다”고 강조했다.

이창수 의원은 ”활력이 넘치고 기강이 확립된 조직문화 정착을 위해서는 공정하고 투명한 인사행정이 선행되어야한다. 목적에 맞지 않는 조직운영, 잦은 인사이동 또는 동일 직무 장기근무 등에 대해 철저한 자체점검을 통해 공정한 인사운영이 이루어질 수 있도록 만전을 기해야한다“고 요청했다.

박주현 의원은 ”코로나19로 인해 비대면 교육이 증가하고 있는 추세이다. 수소, AI, 감염병 등 변화하는 행정환경에 대응할 수 있는 다양하고 체계적인 교육훈련을 통한 직원 개인별 직무역량 강화가 절실하다“고 독려했다.

최석찬 의원은 ”코로나가 지속되면서 빈부의 격차가 점점 심화되고 있다. 저소득층 자활과 자립을 위하여 지속가능한 맞춤형 일자리 발굴 및 제공에 행정력을 집중해주기 바란다“고 요구했다.

최재석 의원은 생계급여 탈수급자 및 신규진입자 현황 자료를 요구하며, ”21개 자활사업단에서 다양한 사업을 추진하고 있으나, 실질적으로 자립 자활기반 조성 및 탈수급 지원에 기여하는 중점사업을 선별하여 집중적으로 투자하는 결단이 요구된다.”고 말했다.
