동해시에 따르면, 2021년 전체 폐기물 매립량은 14,205.85t으로, 2020년 23,450.92t에 비해 9,245.07t, 40%가량이 감소했다고 전했다.

특히, 종량제 봉투 폐기물 재활용률이 2020년 27%(반입18,114t/재활용5,034t)에서 2021년 70%(반입18,116t/재활용12,809t)로 크게 증가했으며, 공사장 생활폐기물 재활용률도 2020년 18%(반입12,709t/재활용2,338t)에서 2021년 24%(반입11,732t/재활용2,883t)로 증가했으며, 이같이 폐기물 매립량이 줄어든 것은 2020년 9월부터 생활폐기물 처리시설을 본격적으로 가동하면서라고 했다.

동해시는 2018년 환경부 시범공모사업에 선정돼 기존에는 대부분 매립에 의존하던 생활폐기물을 전처리시설을 통해 생활 쓰레기를 선별 파쇄하고 가연성 폐기물로 자원화하는 친환경 쓰레기 처리시설을 운영하고 있다고 했다.

가연성 폐기물로 자원화된 폐기물은 관내 기업체에 전달돼 열원으로 재사용되는 자원 순환 효과를 거두고 있으며, 시는 이를 인정받아 2021년도에는 환경부 주관 ‘2020년 생활폐기물 처리시설 평가’에서 최우수 시설로 선정되기도 했다고 전했다.

또, 지난해 감소한 폐기물 매립량으로 인해 시가 부담하는 폐기물 처분(매립) 부담금도 1억 3,500만원이 감소해 동해시는 예산 절감, 쓰레기 처리 비용 절감 등 1석 2조의 효과를 보이고 있다고 했다.
