[김현우 기자 = 경기북부/강원] 반려동물 친화도시를 표방한 강릉시는 최근 사회적으로 문제가 되고 있는 불법 개 사육농장과 관련하여 개 사육농장 실태조사를 실시하고 개 사육과 관련한 위법 행위에 대해 강원도 내 최초로 강력 대응에 나섰다고 밝혔다.

실태조사 결과, 강릉시에 생계를 위해 식용 목적으로 개를 사육하는 농장은 6개소로 사육두수는 3,500마리, 개고기를 취급하는 음식점과 즉석판매 제조가공을 하는 곳이 40곳으로 파악됐다고 했다. 

또한, 개 사육시설은 비닐하우스 내 또는 야외에 철제 뜬장을 설치하고 그 위에 지붕으로 조립식 패널을 덮어 기온 변화, 악취, 해충에 노출되는 등 사육 환경이 열악한 것으로 조사됐다고 했다.

강릉시에서는 식용개 사육과 관련하여 건축법, 가축분뇨법, 산지관리법, 폐기물관리법 등의 관계 법령에 따라 신고‧허가 등을 하지 아니하거나 관리를 소홀히 하는 위법 행위에 대해서는 행정 처분과 원상복구 명령을 내리고 상시 점검은 물론 지속적인 모니터링을 실시하기로 했다.

강릉시 관계자는“개 사육농장 등 불법‧위법‧탈법 행위에 대해서는 행정력을 총동원하고 적극적으로 해결하여 국제도시 및 반려동물 친화도시로서의 위상을 강화해 나가겠다”고 말했다.
