지원대상은 귀어업인(희망자 포함) 및 재촌 비어업인으로서 만 65세(1956년 1월 1일 이후 출생자) 이하인 자로, 농어촌지역으로의 이주기한 등 신청 자격을 충족해야 한다고 했다.
