[김일웅 기자 = 경기북부] 20일 경기도의회 교육기획위원회 위원장 정윤경 의원은 교육기획위원들과 함께 화성 남양고등학교를 방문하였다고 밝혔다.

이번 현장방문은 송한준 의원의 제안에 따라 이루어지게 된 것으로, 경기도 내 모듈러 교실을 설치한 첫 사례인 남양고등학교의 운영 상황을 확인·점검하여 향후 설치 예정인 해솔초를 비롯한 학교 적용 방안 등을 검토하고자 마련된 자리라고 했다.

최근 경기도 일부 신도시 내 과밀학급 현상 해소를 위한 대안으로 모듈러 교실 도입을 추진하고 있는 대표적인 학교로 안산 해솔초등학교가 있다고 말했다. 

안산 해솔초등학교는 과밀학급 발생으로 특별교실을 일반교실로 전환하였음에도 불구하고 근본적인 문제가 해결되지 않아 건물 증축을 추진하고 있으며, 건물 증축은 최소 2년 이상 소요되어 증축 기간 동안 과밀학급 해소를 위해 임시교사로 임대형 모듈러 교실 도입을 검토하고 있다고 했다.

이에 따라 이날 현장방문에는 정윤경 위원장을 비롯하여 송한준 의원, 김종찬 의원, 김은주 의원, 이애형 의원, 이진 의원과 해솔초등학교 학교운영위원장과 학부모회장, 안산교육지원청 학생배치담당자, 경기도교육청 관계부서 담당자 등이 참석한 가운데 진행되었다고 했다.

모듈러 교실은 주요 구조물을 미리 공장에서 제작한 후 건설 현장으로 옮겨 조립과 설치 작업만 거쳐 완성하는 형태의 가설물로, 이를 임시 교사로 활용할 경우 학교 리모델링이나 증축 공사로 인해 발생되는 학생 임시 배치와 신도시 과밀학급 문제 등을 해결할 수 있다는 평가를 받고 있다고 했다.

정윤경 위원장은 “코로나19 상황이 지속되고 있는 현 시점에서 방역과 직결된 교육 공간은 어느 때보다 안전하고 쾌적하여야 하며, 경기도내 과밀학급을 방치하는 것은 우리 학생들의 학습권과 건강권 및 환경권을 침해하는 것”이라고 강조하며 “우리 학생들이 안전하고 불편함 없이 임시교사인 모듈러 교실을 사용하기 위해서는 철저한 관리가 최우선시 되어야 할 것”을 경기도교육청 관계자들에게 당부했다.

송한준 의원도 “모듈러 교실의 설치 기간이 짧아 신도시 개발에 따른 과밀학급 해소의 대안이 될 것”이라고 기대를 나타내며 “남양고 운영 사례와 같이 안산 해솔초도 임대형 이동식 모듈러 교실 설치를 통해 과밀학급 해소가 필요하다.”고 강조하면서 다만 임대비용의 문제와 관련해서는 학교에 유리한 다양한 계약방식의 도입 등을 검토해 줄 것을 제안하며 일정을 마무리 하였다.

남양고등학교는 동관동 건물의 내진성능 평가 실시에 따른 정밀안전진단 결과 최종적으로 E등급 불량판정을 받아 건물 사용이 중지되어 불가피하게 최근 지상 2층, 1,116.48㎡ 규모의 모듈러 교실을 설치하여 임시 운영 중이라고 했다.
