신청대상은 도내 시·군에 거주하는 무주택세대 구성원인 수급자(생계, 의료), 보호대상 한부모 가정, 도시근로자 월평균소득 100%이하 장애인, 도시근로자 월평균소득 50%이하인 자 등으로 공고문에서 정하는 자격요건을 충족하면 지원받을 수 있다고 했다.

가구당 지원한도액은 1억 2천만원으로 입주자부담금 5%를 제외하면 최대 1억 1,400만원까지 전세금을 지원받을 수 있고, 임대기간은 2년이며 9회 재계약으로 최장 20년간 거주할 수 있다고 했다.

대상주택은 국민주택규모 85㎡이하 단독, 다가구, 다세대, 연립, 아파트, 주거용 오피스텔이며, 총 3,000가구를 공급할 계획이라고 전했다.
