[김현우 기자 = 경기북부/강원] 강원도(농정국)는 코로나19 장기화로 인한 외국인 계절근로자 입국 난항 등에 대비하여 농번기 인력난을 해소하기 위해「2022년 농업인력지원 종합계획」을 수립·시행한다고 밝혔다.

지난해, 도는 농업인력지원 상황실을 운영하며 농식품부 및 시·군, 농협 등과 함께 인력부족 최소화를 위해 다각적인 대책을 마련, 전국 최초 외국인계절근로자 입국 및 최다 외국인계절근로자를 배정받는 성과를 거뒀으며, ‘22~’25 농업분야 외국인근로자 근로여건 개선대책을 마련했다고 했다. 

외국인계절근로자의 코로나 집단감염, 무단이탈 등 어려운 여건에도 총135,283명의 인력을 지원함으로써, 코로나19로 인한 농업인력 위기에 총력 대응했다고 했다.

‘22년 농업인력지원 종합계획은 도내 농업인구의 지속적인 감소 및 고령화, 코로나19로 인한 인력난까지 가중되어 더욱 어려운 농업현장의 여건을 고려하여 내국인 인력수급 활성화, 외국인 인력도입 및 지원, 농업인력 지원시스템 구축 등 3개 전략 12개 과제를 추진해 나갈 계획이라고 했다.

또한 농업인력지원봉사단을 중심으로 범도민 농촌일손돕기 참여분위기를 이어 나가고자 도내 관공서, 유관기관 및 사회단체, 대학, 준법지원센터, 군부대 등과 적극 협력하고, 아울러 수도권 대학생의 농업분야 진로체험 기회 제공을 위해 대학생 농촌인력지원단을 운영하여 농업·농촌 이해 증진 및 농업분야 취·창업 유도, 농번기 인력난 해소를 위하여 수도권 주요대학과 농촌인력지원단을 운영하여 농촌일손돕기 참여분위기를 확산하고자 한다고 했다.

한편 외국인 인력도입 및 지원은 코로나19 상황에 따라 변동성은 있으나, 이탈률이 낮고 농가선호도가 높은 국가 중심으로 해외 신규도시를 발굴·확대하여 외국인계절근로자의 안정적 도입을 추진하고자 한다고 했다.

또한 농업인력지원시스템 구축의 일환으로 농업인력지원 포털 내 온라인 구인·구직 채널을 통해 도내 농가 구직 희망자는 전국 어디에서든 손쉽게 접속하여 구직 신청을 할 수 있도록 시스템을 정비하여 온라인 인력수급 활성화를 도모하고자 한다고 전했다. 

강원도 농업인력지원 포털은 중앙의 도농인력중개플랫폼과의 연동 강화로 기존 단순 구인공고 방식에서 구인구직자 양방향 맞춤형 알림 서비스도 병행하여 효율적인 인력중개 및 체계적 관리체계를 구축해 나갈 계획이라고 전했다.
