[김현우 기자 = 경기북부/강원] 강릉시는 건강보험료 부과체계가 기존의 평가소득보험료에서 정액의 최저보험료로 변경됨에 따라 지난해 저소득주민 국민건강보험료 지원 조례를 일부 개정하고 시비 2억 1천만 원을 올해 당초예산에 증액 편성하여 저소득층 건강보험료 지원을 확대하기로 했다고 밝혔다.

지원대상은 보험료 부과 기준일 현재 주민등록표상 만65세 이상의 노인만으로 구성된 세대,「장애인복지법」제32조에 따라 등록한 장애인이 있는 세대,「한부모가족지원법」제4조에 따른 한부모가족, 조손 세대 등이며 월평균 약 3천여 명이 지원을 받게 된다고 했다. 

대상자 선정은 관련 조례 규정에 따라 국민건강보험공단으로부터 최저보험료 부과대상자로 추출된 명단을 통보 받아 시에서 적격여부를 심사, 최종 선정된 명단을 공단에 송부하여 지원한다고 했다.  

이정순 생활보장과장은“코로나19 장기화로 더없이 어렵게 살아가고 있는 저소득층 가정에 건강보험료를 지원함으로써 의료복지 증진과 경제적 부담 해소에 다소나마 도움이 되길 바란다”고 말했다.
