[김현우 기자 = 경기북부/강원] 강원도가 인구감소, 청년의 지속적 역외 유출 등으로 어려움을 겪고 있는 현 상황을 극복하고자 도내 미취업 청년에게 적합한 일자리를 발굴․제공하고 소득 창출이 가능한 경제활동을 지원하기 위해 지난 2018년부터 추진한 ‘지역주도형 청년일자리 사업’ 1단계 사업(‘18년~’21년)이 성공적으로 마무리 됐다고 밝혔다.

    

‘지역주도형 청년일자리 사업’은 18개 시군을 대상으로 지역의 특성에 따라 자율적으로 추진하도록 설계한 사업으로, 도내 주소를 둔 만 39세 이하 미취업 청년을 대상으로 추진하였으며 이 사업을 통해 4년간 도내 미취업 청년 4,894명에게 정규직 일자리를 제공하는 성과를 거두었다고 전했다.  

 

총 4가지 유형으로 나누어 시행되었는데, “지역정착지원형(1유형) 사업”은 구인을 원하는 지역 기업에 청년을 매칭하여 일자리를 창출함으로써 청년들의 지역정착을 유도하는사업으로써, 청년 1인당 연 2400만원의 인건비를 기업에 지원하고2년 이상 근무 시 3년차에 1,000만원(분기당 250만원)을 청년에게 인센티브로 지원했다고 했다.

 

 또한, 자기개발을 위한 직무교육을 위해 1인당 300만원을 지원함으로써 기업과 청년 모두에게 도움이 되는 사업으로, 당초 2,841명을 목표하였으나 3,429명의 고용을 창출하는 기대이상의 성과를 거두었다고 전했다.

 

특히, 시군에서 개별적으로 추진해야 할 자기개발을 위한 직무교육을 (재)강원도 일자리 재단에 일괄 위탁하여 기본 및 심화교육과 자기개발비, 네트워킹 행사 등을 지원하여 청년들에게 큰 호응을 얻었다고 했다.

 

“창업투자생태계 조성형(2유형) 사업”은 지역자원을 활용한 창업을 지원하여 고용 친화적 생태계를 조성하기 위한 사업으로 2년간 752명에게 창업을 위한 교육비 및 임대료 등 매년 1,500만원을 지원했다고 했다.  

 

“민간취업연계형(3유형) 사업”은 공공 및 민간부문의 다양한 일 경험을 통해 민간취업을 연계하기 위한 사업으로 587명이 사업에 참여하여 사회적경제 등 다양한 분야에서 취업 역량을 키웠다고 전했다. 

 

“포스트코로나대응형(4유형) 사업”은 코로나-19이후 비대면, 디지털 영역에서의 일 경험 및 전문교육을 통해 청년의 역량을 향상시키기 위하여 올해 신설된 사업으로서 126명이 사업에 참여했다고 했다.

 

강원도에서 사업효과 분석을 위해 지금까지 사업에 참여한 청년(186명)과기업체(193개)를 대상으로 설문조사를 실시한 결과 높은 만족도 (청년 82%, 기업체 94%)를 나타냈다고 했다.

“지역혁신형(신규 1유형)사업”은 지역경제구조변화 대응, 미래 신산업, 지역뉴딜 지역특화, 혁신연계 일자리사업으로 청년1인당 연 2,400만원의 인건비를 2년간 지원하고 3년차에 청년에게 1,000만원(분기별 250만원)의 인센티브를 제공한다고 했다.  

 

“상생기반대응형(신규 2유형) 사업”은 소멸위기지역 창업청년지원사업과 창업청년플러스지원사업으로 나누어 추진한다고 밝혔다.

 

“소멸위기지역 창업청년지원사업”은 행안부 고시 인구감소지역을 대상으로 추진하는 사업으로서 창업지원과 창업성공 시 성장지원을 위하여 연간 1,500만원씩 지원하며, 3년차에는 지역청년을 신규채용 시 인건비를 1년간 추가 지원한다고 했다.

 

“창업청년플러스 지원사업”은 창업청년의 성장지원 사업으로 1년간 1,500만원을 지원하고, 2년차 지역청년 신규채용 시 인건비를 1년간 추가 지원한다고 했다.
