조사 기준 시점은 2020년 12월 31일 현재이며, 조사 대상은 통계청이 2017년부터 구축한 기업통계등록부(SBR)를 활용하여 별도의 사업장 없이 영업하는 전자상거래 사업체와 같은 물리적 장소가 없는 사업체도 처음으로 통계 작성 대상에 포함하여, 통계의 정확성을 높였다고 했다. 

의정부시의 총대상은 1만8천888개소로 일반사업체 1만8천790개소, 광업제조업(10인이상) 98개소를 조사하며 조사 항목은 공통항목 13개, 특성항목 24개 총 37개라고 했다. 

현장 조사대상 사업체들은 대면 조사와 비대면 조사 중 선호하는 조사방식을 선택해 참여할 수 있고, 비대면 인터넷 조사는 6월 14일(월)부터 7월 9일(금)까지 실시되는데, PC뿐만 아니라 스마트폰 등 모바일 기기에서도 인터넷 조사에 참여할 수 있다고 했다. 

의정부시는 5월 27일부터 28일까지 시청 대강당에서 조사관리자와 조사요원 등 75명을 사전교육을 실시하는 등 사전준비에 만전을 기했다고 전했다.
