[김현우 기자 = 가평] 최근 전국 동시조합장 선거가 한 달을 앞둔 채 가평 내 치열한 물밑 경쟁이 벌어지고 있다. 가평군은 농협·축협·산림조합이 각각 존재한다. 가평의 농·축·임업의 미래가 정해지는 만큼 오는 3월 8일 치러질 조합장 선거에 뜨거운 관심이 쏠리고 있다.

 

가평군 농협, 최승수-장동규 대결

 

가평군농협은 조합원 인원이 6천명 이상으로 가평군 내 가장 규모가 크다. 현재 조합장 선거에 출사표를 던진 이는 최승수(70) 현 조합장과 장동규(60) 전 가평군 농업기술센터 소장 단 두 사람이다.

 

신구대결 구도로 가고 있는 이번 선거는 안정적 운영을 이끌어 온 현 조합장 지지세와 변화를 추구하는 조합원들 간 대결 양상을 띠고 있다. 

 

최승수 조합장은 가나안농원 대표로 가평군 농업인단체 협의회장, 가평군의회 의장 등을 역임했으며, 지난 4년 동안 안정적으로 조합을 이끌어 온 점과 경영 혁신을 통해 실적을 개선한 부분이 강점으로 꼽히고 있다.

 

반면 장동규 예비후보는 전 가평군 농업기술센터 소장을 역임했으며, 현재 바르게살기협의회와 가평문화원 이사 등을 맡고 있다. 장 예비후보는 행정 경험을 살려서 조합원 역량을 강화하고 이를 통해 혁신을 이루겠다는 뜻을 내비치고 있다.

 

특히, 군청·농업기술센터와의 협약을 통해 영농대행단 운영, 로컬푸드 판매장 설치, 조합원 대출금리 인하, 농자재 가격 인하, 여성조합원 행복 바우처 지급 등 다양한 공약을 내걸었다. 

 

하지만 이번 선거의 변수는 공직자 출신이라는 프레임이 선거를 지배할 수 있다는 점이다. 가평군수에 이어 가평군 농협에서도 공직자 출신이 선출되는 것은 막아야 한다는 일각의 주장이 설득력을 얻을 경우 현 조합장에게 유리한 결과로 나타날 수 있다.

축협, 치열한 2파전...변수는 3선 불출마 논란

 

가평군 축협은 4천억 이상 자금 규모로 지난해 기준 838명의 조합원을 두고 있다.

 

2019년에 치러진 ‘제2회 전국동시조합장 선거’에서 무투표 당선됐던 조규용(59) 현 조합장에게 남서우(62) 전 가평한우연합회 회장이 도전장을 내밀었다.

 

3선에 도전하는 조규용 조합장은 현재 조합장뿐 아니라 전국군납조합장협의회 회장, 상호금융예금자보호기금 위원, 농협사료 이사로 활동 중이다. 

 

조 조합장은 조합원들에게 자신의 열정을 다하기에는 지난 8년이 부족했다며 시간을 더 달라고 요구하고 있다. 특히, 열정과 의리 그리고 비즈니스적 마인드를 앞세워 다시 한번 신임을 해달라고 요청하고 있다. 

 

남 전 회장은 현재 민주평화통일자문회의 가평군협의회 부회장을 맡고 있으며, 상면 이장협의회 회장, 가평군농업인 단체협의회 제6대 사업 부회장 등을 역임했다. 

 

남 예비후보는 축산인들의 어려움을 해소하고 조합원들의 의견을 수렴 과정을 통해 사업 방향을 선정하는 등 조합원과 소통하겠다는 계획을 내세우고 있다. 특히, 사업 투명성 확보와 조합원, 그리고 임직원 모두가 상생할 수 있는 조합을 만들겠다는 의지를 표명하고 있다. 

 

현재 축협 조합장 선거는 조 조합장의 ‘3선 불출마 논란’이 이슈로 떠오르고 있다. 지난 2019년 조합장 선거 당시 남서우 후보에게 3선 출마는 하지 않겠다고 했다는 것이다.
