[김현우 기자 = 경기북부/강원] 동해시는 시민이 참여하는 도시계획사업의 우선적인 추진을 위해 8월 5일부터 오는 9월 5일까지 도시계획시설사업 주민제안을 접수 받는다고 밝혔다.

이번 주민제안 공모는 “토지소유자의 개발행위를 장기간 제한하는 것은 위헌적 규정”이라는 헌법불합치 판결에 따른 도시계획시설 일몰제(2020.7.1.) 도입에 따라, 올해 상반기에 이어 하반기에도 추진한다.

동해시는 지난 2020년 도시계획시설 541개소를 일괄 해제 또는 실효함에 따라 토지의 개발이 제한되거나 토지의 가치가 하락되는 등의 사회적 문제가 발생하고 있어, 이번 주민제안을 통해 본인 소유의 토지를 공공시설에 제공할 경우 해당 사업에 우선적으로 예산을 투입하는 등 토지소유주의 어려움을 적극 해소할 방침이다.

신청서류 등 공모에 관한 자세한 사항은 동해시청 홈페이지 또는 도시과 도시계획팀으로 문의 가능하며, 제출 서류는 도시계획팀에 우편, 이메일 또는 방문 접수하면 된다.

이달형 도시과장은 “이번 주민제안 공모를 통해 토지소유주의 개발행위 제한에 따른 어려움을 해소하는 등 ‘시민중심의 적극적인 도시행정’ 추진을 위해 최선의 노력을 다할 계획”이라고 말했다.
