[김현우 기자 = 경기북부/강원] 강원도는 매년 상습 침수되는 농경지에 대한 배수장, 배수로 및 배수문 등의 방재시설 설치․정비를 위해 적극적으로 대응한 결과 ‘23년 신규착수지구로 3개지구가, 기본조사지구로 2개지구가 선정되는 쾌거를 이루었다고 밝혔다.

신규착수지구로 선정된 강릉 동덕지구, 양양 설악지구, 철원 도창 지구는 그동안 상습적인 침수피해로 인해 농사에 어려움을 겪은 지역이라고 전했다. 

이를 해결하기 위해 강원도는 배수개선 계획을 수립하여 정부에 사업의 시급성을 지속 건의한 결과 ‘22.4월 농림축산식품부에서 주관하는 배수개선사업 ’23년 신규착수지구로 선정되어 국비 224억원을 확보하였고, 금년에는 우선 1억5천만원을 투자하여 실시설계를 하게 될 예정이라고 했다.

기본조사지구로 선정된 철원 양계지구, 강릉 박월지구도 상습적인 침수피해는 겪는 농경지로 배수처리를 위한 배수장, 배수로 정비등으로 안정적인 농업경영이 가능토록 계획을 수립할 예정이라고 했다. 

금번 신규지구 선정은 ‘21년 신규지구 3개소 선정에 이은 2년 연속 3개소 선정으로 배수개선사업으로만 2백억 이상의 국비를 확보하는 큰 성과를 이루었다고 했다. 

이와 관련하여 김복진 농정국장은 “배수개선사업의 신규지구 국비확보로 농경지 침수피해 방지가 가능하여 지역 농민들에게 큰 도움이 될 것으로 기대하고, 신규지구 3개소의 설계를 조속히 마무리하여 ‘23년 조기 착공할 수 있도록 최선을 다할 계획이라고 밝혔다. 아울러 앞으로도 국회 및 중앙부처와의 유기적인 협조체계를 유지하여 국비 확보에 체계적이고 선제적인 대응을 통해 재해와 가뭄을 슬기롭게 극복할 수 있도록 추진하겠다.”라고 말했다.
