[김현우 기자 = 경기북부/강원] 강원도는 지난 4월 7일자로 복무를 마친 기존 공중방역수의사(제13기)를 대신할 신규 공중방역수의사(제16기) 13명을 4월 18일자로 일선 시‧군 가축방역부서(10명)와 동물위생시험소(3명)에 배치하여 현장 방역에 투입한다고 밝혔다. 

공중방역수의사는 수의과대학을 졸업한 수의사 면허 소지자로서, 앞으로 3년간 병역의무를 대체하여 시군과 동물위생시험소에서 근무하면서 아프리카돼지열병(ASF), 고병원성 조류인플루엔자(AI) 및 구제역 등 가축방역과 축산물 위생⸱안전관리 업무를 수행한다고 했다. 

이번에 신규 13명이 배치되면서, 강원도에 배치된 공중방역수의사는 총 40명으로 18개 시‧군에 28명, 동물위생시험소 본⸱지소 5개소에 12명이 배치되어 방역업무를 수행하며, 계속되는 상황근무로 인해 피로가 누적된 기존 방역공무원들에게 큰 힘을 보탤 예정이라고 했다.  

공중방역수의사 병역의무 대체 제도는 2007년 처음 실시된 이후 매년 지속 발생되는 고병원성 조류인플루엔자와 아프리카돼지열병 등 사회재난형 가축전염병 발생 시마다 현장 방역업무를 톡톡히 수행하고 있다는 평가를 받고 있다고 전했다.

강원도 서종억 동물방역과장은 “새로 배치한 공중방역수의사가 빠른 시일 내에 업무에 적응할 수 있도록 배치 기관별로 멘토 공무원을 지정하고 주기적인 직무교육을 통해 가축방역 및 축산물 위생업무 능력을 높여나갈 방침이다.”라고 말했다.
