[김현우 기자 = 경기북부/강원] 오는 3월 25일 강원도는 ‘기후위기 대응을 위한 탄소중립․녹색성장 기본법’(약칭 탄소중립기본법) 시행에 앞서, 지속가능한 강원도 2040 탄소중립 실현과 저탄소사회로의 전환을 위해 2022년부터 ‘2040 탄소중립 선제적 대응을 위한 강원형 탄소중립 이행전략’을 본격적으로 추진한다고 밝혔다. 

정부의 2020년 12월 탄소중립 선언 후 강원도는 지난해 2월 정부보다 10년 앞당긴 ‘강원형 2040 탄소중립’*을 선언하는 등 발 빠르게 대응한 바 있다고 전했다.

이후 정부에서는 ‘탄소중립위원회 출범’ 과 ‘2050 탄소중립 시나리오’ 발표 등 후속 탄소중립 정책을 추진했으며, 이를 위한 법적 추진 동력을 위해 탄소중립기본법을 제정했다고 했다. 

이에, 실질적 주체인 지자체 주도의 적극적인 탄소중립 이행이 요구됨에 따라 강원도는 지역 주도의 탄소중립을 위한 이행체계 기반을 마련하기 위해 이행전략을 수립했다고 했다. 

강원도는 ‘강원형 탄소중립 이행전략’을 추진함으로서 2022년을 탄소중립 이행 원년으로 삼아 이행체계·제도의 마련과 함께, 주도적인  자율 이행체계 마련, 산업전환을 통한 지속가능한 탄소중립 실현, 소통과 협업을 통한 탄소중립을 기본정책 방향으로 총 3대 부문 10대 실천과제를 체계적으로 추진 할 계획이라고 전했다.

특히, 올해는 탄소중립 녹색성장 기본조례 제정, 강원도 탄소중립 녹색성장 위원회 구성 등 기본 이행체계·제도를 정비하고, 탄소중립이행책임관 지정으로 전문성을 높이는 한편, 지역 온실가스 배출현황 및 데이터를 관리할 강원도 탄소중립 지원센터를 지정·운영하여 도정 역량을   집중할 계획이라고 했다.

또한, 본 이행전략에는 탄소중립을 위해 필요한 도 역점사업과 주요업무의 부서 간 협업과제를 포함하고 있어 탄소중립을 위한 도정 협력체계를 담은 점에 있어서 의미가 크다 하겠다고 했다.

도는 지난 도정3기 동안 탄소중립 사회로 나아갈 토대를 마련하고자 전기·수소자동차 보급 확대, 액화수소 및 수열에너지 융복합 클러스터 조성, 이모빌리티 산업단지 조성, 수소도시 건설, 인공태양 등 각종   첨단분야를 역점적으로 육성하여 왔으며, 기후변화 대응 관련 산업육성 및 연구‧교육‧홍보‧체험을 할 수 있는 ‘기후변화대응 복합센터’를 2023년 완공을 목표로 추진하고 있다고 전했다.

최문순 강원도지사는 “제조업 중심의 성장전략을 추진해 왔던 우리나라에서 온실가스 감축은 커다란 도전이며, 이를 위해 도민 뿐 만 아니라 모든 국민들의 이해와 이에 대한 대응이 필요하다. 따라서 강원도가   탄소중립사업을 선도하기 위해 다른 지방정부에 앞서 특성화 이행전략을 수립‧시행하는 건은 큰 의미가 있다”라고 말했다.
