[김일중 기자 = 경기북부/강원] 지난 1월 27일 의정부시는 시청 소회의실에서 ‘2021년 문화예술단체 보조사업’ 성과평가를 실시했다고 밝혔다.

이번 평가는 보조사업의 연중관리로 사업의 내실화 및 보조금 운영의 투명성 제고를 목적으로 담당부서인 문화관광과는 객관적인 평가를 위해 2020년 6월 (사)한국응용통계연구원 용역을 통해 평가지표를 개발했으며, 2021년 (사)한국예술문화단체총연합회 의정부지회 보조사업 19개를 대상으로 처음 실시했다고 전했다.

평가는 단계별로 사업계획서, 성과보고서, 사업 정산서 검토 등의 서면평가와 현장실사, 관객참여도, 만족도 등의 현장평가, 서면평가와 현장평가를 합산한 최종평가로 이루어졌으며, 평가지표는 계획/비전 20점, 실행 40점, 성과 40점 부문으로 구성됐다고 했다.

현장평가는 문화관광해설사, 서면평가는 경기북부대학 교수 등 전문가로 구성했으며, 최종평가 점수에 따라 2022년 보조사업 예산액을 차등 교부하게 된다고 했다.

김진수 문화관광과장은 “이번 평가는 보조사업의 내실화를 다지며 보조금 운영의 투명성을 제고하고자 마련된 것으로 장기적으로는 지역 주민들이 양질의 문화생활을 향유하는 데에 목적이 있다”며 “각 지부는 이번 결과를 토대로 보다 나은 행사가 추진될 수 있도록 힘을 써 주시기를 바라며, 시 역시 각 지부의 의견을 참고해 더욱 공정하고 객관적인 평가가 될 수 있도록 수정·보완하겠다”고 밝혔다.
