투자유치는 4차 산업혁명, 국방개혁 2.0 등 사회경제적 변화에 따라 도·시군 유휴부지를 활용한 대규모 프로젝트 사업 추진으로 평화·폐광지역 등 산업발전 침체지역의 경제 활력요소를 창출하고, ‘25년까지 17개 산업단지를 신규로 조성하여 기업에 최적화된 입지를 제공할 계획이라고 했다.
