[김일웅 기자 = 경기북부/강원] 환경부 원주지방환경청은 환경오염물질 배출사업장을 대상으로 환경분야(대기, 수질, 폐기물, 비산먼지) 관련 법령과 점검항목을 요약한 ‘자가진단 체크리스트’를 제작·배포한다고 밝혔다.

코로나19 장기화로 환경오염물질 배출사업장 환경담당자 등의 교육이 어려워지면서 비대면 환경교육의 일환으로 ‘자가진단 체크리스트’ 16,000부(환경분야별 각 4,000부)를 제작한다고 했다.

이는 코로나19 확산 방지로 대면 점검 최소화가 이루어짐에 따라 환경오염물질 배출사업장의 자율점검을 유도하여 환경관리 사각지대를 돌보기 위함이라고 했다. 

자가진단 체크리스트는 대기, 수질, 폐기물, 비산먼지 등 4개의 환경분야로 구성하였고, 사업장에서 반드시 지켜야 하는 주요 환경법령과 핵심 점검항목들을 요약·수록했다고 했다.

주요 환경법령은 인·허가 사항, 배출시설 및 방지지설 운영, 환경기술인·폐기물 처리 담당자의 준수사항·교육 등의 내용으로 구성했다고 전했다.

특히, 점검항목은 환경분야별 배출·방지시설 정상 가동 및 배출허용기준 준수 여부 등에 대해 자가 진단하도록 구성하고, 지도·단속 시 주로 점검하는 항목을 중심으로 정리하여 사업장에서 효과적으로 활용할 수 있다고 했다.

이번 체크리스트는 환경오염물질 배출사업장, 지자체, 환경기술인협회, 상공회의소 등에 배부하고, 청 홈페이지에도 게시하여 많은 사업장이 환경 법령 정보를 얻을 수 있게 할 예정이라고 전했다.

원주지방환경청 이창흠 청장은 “코로나19로 관내 환경오염물질 배출사업장 대상 환경교육이 어려운 상황에서 자율적인 환경관리와 사업장 자체 역량 강화에 도움이 되길 기대한다.”라고 밝혔다.
