[김일웅 기자 = 경기북부] 환경부 원주지방환경청은 장마철, 휴가철 등 취약시기를 틈탄 환경오염행위 예방을 위해 환경오염물질 배출사업장에 대한 감시‧점검을 강화한다고 밝혔다.

특히, 상수원‧호소‧하천 등 공공수역의 녹조 발생과 수질오염에 영향을 미칠 수 있는 산업·농공단지와 공공수역 주변 사업장을 집중적으로 점검하여 환경오염 발생을 사전에 예방할 계획이라고 했다.

이번 계획은 1단계 사전홍보 및 계도(6월), 2단계 환경오염행위 순찰 및 집중 점검(7~8월), 3단계 환경기술지원(8월)으로 구분하여 3단계로 나누어 추진한다고 했다. 

1단계는 사업장의 자발적 환경관리 유도를 위해 기관 홈페이지와 언론 등을 통해 관련 계획을 사전에 홍보‧계도할 계획이며, 2단계는 점검 대상 사업장에 대해 환경 관련 인·허가 준수 여부, 배출(방지)시설 정상 가동 여부, 폐수 무단방류, 폐기물 불법투기 등 환경오염행위를 집중적으로 점검하고, 3단계는 집중호우 등으로 파손된 방지시설 등에 대해 시설복구를 유도하거나 민간전문가를 활용하여 환경 기술지원을 실시한다고 했다. 

아울러, 하절기 특별 점검을 통해 고의‧상습적인 환경법령 위반사업장에 대하여는 행정처분 및 고발 등 조치로 강력 대처할 방침이며, 이와 함께 환경관리에 어려움을 겪는 중소사업장에 대해서는 환경관리인 교육 및 환경 기술지원 등 다각적으로 도움을 줄 계획이라고 전했다.
