[김일웅 기자 = 경기북부/강원] 의정부시의회는 지난 2020년 8월 10일 제8대 후반기 의정부시의회 출범 이후, ‘공부하고 연구하는 의회, 현장중심의 움직이는 의회’를 의정목표로 삼고 시민과 소통하며 시민의 삶의 질 향상을 위해 쉼 없이 노력해 왔다고 밝혔다. 

 

특히, 올해는 1991년 지방자치제 부활로 개원한 의정부시의회가 30주년을 맞이하는 뜻깊은 해로, 오범구 의장을 비롯한 13명 의원은 현장을 발로 뛰며 46만 시민의 가치를 높이고자 의정활동에 최선을 다 했다고 했다. 

 

제8대 후반기 의정부시의회 주요 활동을 살펴보면, 운영위원회는 조금석 위원장, 김영숙 부위원장, 김현주, 김정겸, 최정희 위원으로 구성하여 전반적인 의회 운영을 주도했다고 했다. 

 

올 상반기에는 의원연구단체 활동의 투명성과 효율성 제고를 위해 결과보고서 공개 규정을 신설하는 「의정부시의회 의원연구단체 구성 및 운영 일부개정조례안」을 심사하였고, 청원의 합리적이고 체계적인 심사를 위한 처리방안을 구체적으로 명시하는「의정부시의회 청원 심사 규칙 일부개정규칙안」을 의결했다고 했다. 

 

특히 운영위원회에서는 의회사무국 소관 업무를 관장하고 의회 운영과 관련된 각종 규칙에 관한 사항을 제·개정함으로써, 의원들의 의정활동을 뒷받침하는 중추적인 역할을 수행하고 있다고 했다.

 

자치행정위원회는 박순자 위원장, 김영숙 부위원장, 구구회, 임호석, 김연균, 최정희 위원이 활약했다고 전했다. 

 

2021년도 행정사무감사를 대비 의정부시청소년재단 등 8개소의 주요사업장 현장확인을 실시하였으며, 3차례의 임시회와 1차례의 정례회를 통해 「의정부시 행정기구 및 정원 조례 일부개정조례안」등 조례안 33건, 「기본소득 지방정부협의회 규약 동의안」등 동의안 4건, 「2021년도 제1차 수시분 공유재산 관리계획안」등 의견 청취 1건 등을 심도 있게 심사했다고 했다.

또한, 자치행정위원회 위원들은 집행부와의 적극적인 정담회를 실시하여 의회와 집행부의 유기적인 협력체계를 강화하며 주요 현안사업과 시정 발전방향에 대한 의견을 교환하여 합리적인 방안을 도출했다고 했다.

 

도시·건설위원회는 김현주 위원장, 김정겸 부위원장, 조금석, 정선희, 안지찬, 이계옥 위원으로 구성하여 실효성 있는 정책 대안을 제시했다고 전했다. 

 

제303회 임시회부터 제306회 제1차 정례회 회기 동안 2021년도 제1회 추가경정예산안을 심사하였으며, 조례안 17건, 의견서채택 2건, 동의안 2건, 청원 2건 등을 심사·의결 하였으며, 2021년도 행정사무감사를 대비하여 고산공공주택지구 등 7개소의 주요사업장을 현장 점검했다고 했다.

 

또한, 제306회 제1차 정례회 기간 중 실시한 2021년도 도시·건설위원회는 행정사무감사 시 2021년 6월 및 12월 준공예정인 고산공공주택지구 조성사업 시행자인 한국토지주택공사(LH)를 감사 증인으로 채택하여 고산대로 개통에 따른 교통환경 개선 등 사업추진 중 문제점에 대해 시민들의 목소리를 대변하여 심도있는 질의를 했다고 전했다.

 

이 밖에도 의정부시의회는 5개 연구단체(지방행정 연구회, 체육 행정·복지 연구회, 태권도 공연·문화콘텐츠 연구회, 향토문화 연구회, 숲체험 및 산림 치유 활성화를 위한 연구회)를 구성·운영하여 각종 불합리하고 개선이 필요한 조례 제·개정과 정책대안을 제시하는 등 활발한 연구 활동으로 전문 역량을 키웠다고 했다.

 

또한, 코로나19 예방접종센터, 보건소, 지역아동센터, 초등학교체육관 증·개축 사업 등의 현장을 방문하여 실질적으로 필요한 것을 듣고 이를 의정에 반영하려고 노력하였으며, 일본 후쿠시마 원전 오염수 방류 결정 규탄 및 철회 촉구 결의안, 택지개발사업 공공시설물 인계인수 제도 개선 촉구 건의안, 최중증장애인활동지원제도 개선방안 마련 촉구 건의안 등 각종 결의안, 건의문 발의 등을 통해 지방자치 발전 및 시민의 건강과 안전을 위해 적극적인 의정활동을 펼쳐 나갔다고 했다.
