[김일웅 기자 = 경기북부] 오는 6월 24일 환경부 원주지방환경청은 대규모 화학사고 발생에 대비하여 지자체의 주민알림·대피 결정지원을 위한 합동훈련을 실시한다고 밝혔다.

이번 훈련은 원주지방환경청이 주관하고 화학물질안전원, 강원도청, 횡성군청, 횡성소방서, 동원시스템즈㈜ 횡성공장 등 비대면으로 5개 기관이 참여한다고 했다. 

사고상황공유앱 및 안전정보공유앱을 활용하여 훈련기관 간 협업체계 강화와 근로자 및 인근주민의 신속한 대피훈련을 통한 인명과 환경피해 최소화에 초점을 맞추어 진행된다고 했다. 

훈련상황은 동원시스템즈㈜ 횡성공장 사업장 내 유해화학물질 질산 저장탱크 부근에서 약 5톤의 유해화학물질이 누출되면서 인명피해가 발생하는 상황을 가정하였다고 했다.

동원시스템즈㈜ 횡성공장은 사고상황 즉시 신고, 초동대응 및 근로자를 대피시키고, 횡성소방서는 화재진압과 사상자 응급처치 및 사고원점 누출 차단조치를 실시한다고 밝혔다. 

원주지방환경청은 유해화학물질 농도 측정, 오염시료 채취, 화학사고 대응과 현장수습조정 역할을 맡는다. 화학물질안전원은 사고물질 방재정보 제공, 오염 확산범위 설정, 사고상황공유앱 운용 및 사고상황을 전파하며, 주민알림 표준문구를 제공한다고 했다. 

횡성군청과 강원도청은 폐기물업체 정보지원, 주민대피방송, 안내문자 발송, 방재물품 제공 및 사고 오염폐기물을 처리한다고 전했다. 

최근 코로나19 등으로 현장훈련이 어려운 시기임을 감안하여 사고상황공유앱 및 안전정보공유앱을 활용한 단계별 행동절차 비대면 모의훈련으로 훈련의 효과를 높이고자 했다고 전했다.

이창흠 원주지방환경청장은 “중앙정부와 지자체, 민간사업장 간 유기적인 협업체계 가동실태를 점검하는데 의의가 있으며, 앞으로는 사고상황공유앱 및 안전정보공유앱을 관계기관 및 민간사업장 현장합동훈련에 적극적으로 활용하여 화학사고 발생 시 환경피해가 최소화되도록 만전을 기하겠다”고 밝혔다.
