‘자전거 이용 활성화에 관한 법률’ 제20조에 따르면 누구든지 도로, 자전거 주차장, 그 밖의 공공장소에 자전거를 무단으로 방치해 통행을 방해해서는 아니 된다고 규정하고 있다.

덕계근린공원 내 자전거 이용자를 위해 설치된 자전거 거치대에는 녹슬고 파손된 자전거가 장기간 방치돼 있어 자전거 보관 공간이 부족하고 도시미관을 해치는 등 시민 불편이 지속적으로 제기돼 왔다.

이에 시는 현장 조사 결과 무단 방치로 판단된 자전거 21대에 대해 이동 안내문을 부착하고 찾아가지 않을 경우 강제 처분에 나서며, 무단방치 자전거 강제처분 공고에 따라 미조치된 자전거를 자체 수거해 매각하거나 폐기 처분할 계획이다.

시는 쾌적한 공원환경 조성을 위해 관내 공원의 자전거 거치대에 무단 방치된 자전거를 주기적으로 점검하고 소유자 미상의 자전거로 확인되면 행정절차를 진행할 방침이다.
