[김일웅 기자 = 경기북부/강원] 환경부 원주지방환경청은 지난 6월 28일 원주 인터불고에서 물 관련 유관기관, 민간단체, 전문가 등으로 구성된 ‘한강상류 통합 물관리 상생협의회’를 개최하고 한강상류 물문제 해소방안에 대해 논의한다고 밝혔다.

이날 협의회에서는 한강상류 산간지역의 오랜 난제인 흙탕물 발생에 대한 대책추진 상황과 최근 고온 및 가뭄 현상 지속에 따른 한강수계 녹조 관리 및 다목적댐 운영 현황을 공유하고 깨끗한 물환경 조성을 위한 근본적인 대응 방안을 모색할 계획이라고 했다.

먼저, 한강상류의 흙탕물 발생을 줄이기 위해 산간지역 농업불리 국·공유지 임대제한 강화, 생분해성 야자섬유 밭고랑댐 보급 확대, 마을단위 민간거버넌스 활성화, 하천변 완충식생대 조성 및 이와 관련한 제도개선 방안을 논의한다고 했다.

최근 원주지방환경청은 흙탕물 문제에 대하여 주민의 적극적인 참여에 기반한 발생원 관리를 중점적으로 추진하고 있는데, 이번 협의회에 앞서 유관기관 실무자, 지역주민과 민간단체로 구성된 남한강과 북한강 2개의 실무분과 회의를 별도로 개최하여 기관별 대책추진 상황을 중간 점검한 바 있다고 전했다.

다음으로 한강상류의 녹조문제 해결을 위해 조류대책협의회 참여기관 확대, 마을하수도 신규 설치지원, 개인하수처리시설의 위탁 운영 및 기술지원 확대, 녹조 발생 우심기간 항공감시 및 환경지킴이 집중 운영 등 녹조저감 방안을 논의한다고 했다.

끝으로, 가뭄 및 홍수에 대비하여 한강수계 다목적댐(소양강댐, 충주댐, 횡성댐)의 운영 체계를 공유하고 안정적 용수공급 및 홍수조절 방안에 대해서도 논의한다고 했다.
