[김현우 기자 = 경기북부] 지난 27일 양주시는 시청 상황실에서 시정혁신을 위한 아이디어를 심사하는 ‘2021년 제1회 제안심사위원회’를 열고 분야별 창안등급을 결정했다고 밝혔다.

이날 회의에는 위원장인 조학수 부시장을 비롯해 제안심사위원회 위원, 관계 공무원 등이 참석해 각 사업 제안에 대한 발표와 질의응답 시간을 가졌다고 했다.

심사안건은 부서별 혁신브랜드 과제 공모전 6건(총 63건 접수), 시민 혁신 리빙랩 프로젝트 공모전 4건(총 8건 접수) 등으로 제안심사실무위원회의 1차 심사를 통해 선정된 2개 분야 우수제안 10건이라고 했다.

제안심사위원은 창의성, 경제성, 계속성, 적용범위, 노력도 등 평가기준에 따라 최종 심사를 거쳐 각 제안의 창안등급을 결정했다고 전했다.

부서별 혁신브랜드 과제 공모전 1위는 기획예산과 김금숙 팀장·조현주 주무관의 ‘양주시 다둥e카드(두마리 토끼를 잡다!)’, 시민 혁신 리빙랩 프로젝트 공모전 1위에는 ‘행복마을 연구소Ⅱ’팀의 ‘방성2리 동이마을 활성화(아이템, 마케팅 등)’가 최종 선정됐다고 했다.

최종 창안등급 제안으로 선정된 과제는 행정안전부 주관 중앙 우수제안으로 추천하고 제안자에게는 창안등급과 구간별 점수에 따라 부상금과 인사가점 등 인센티브가 부여된다고 했다.

이번에 우수제안으로 채택된 혁신브랜드 제안사업은 각 소관부서에서 예산현황, 실현가능성 등을 면밀하게 검토해 정책에 반영될 수 있도록 적극 추진할 예정이라고 했다.

아울러 혁신 리빙랩 제안사업은 시민제안자가 사회문제 발굴, 개선방안 도출 등 전반적인 과정에 직접 참여해 주도하며 능동적으로 시정정책에 참여할 수 있도록 확대 운영할 계획이라고 했다.

조학수 부시장은 “코로나19 장기화로 일상의 피로가 누적되고 있는 상황 속에서도 새로운 시정정책 발굴과 업무혁신 도모를 위해 공모에 참여해준 시민과 공직자 여러분께 진심으로 감사하다”며 “효율적인 제안 플랫폼 운영과 실효성 있는 정책지원을 통해 시민 중심 정책 제안이 실현될 수 있도록 노력하겠다”고 말했다.
