[서종협 기자 = 평창군] 평창군(군수 심재국)은 주민 간 갈등을 예방하기 위하여 평창군 마을 자치규약 표준안을 강원도 최초로 마련하여 내년 1월 중 각 마을에 배포할 예정이라고 밝혔다.

군은 매년 이장 선출 시기마다 재연되는 마을 내 주민들 간의 갈등을 예방하고, 갈등이 발생할 경우 신속하게 해결할 수 있는 제도적 장치를 마련하기 위하여 주민 간 갈등 해소와 마을공동체 활성화를 위한 ‘평창군 이장 임명에 관한 규칙’ 개정작업을 진행하고, 마을 자치규약 표준안을 마련해 읍․면을 통해 각 마을에 보급할 계획이다.

마을 자치규약은 주민 스스로 마을에 필요한 사항을 제정해 이장 선출 방법이나 마을 기금 등 공동재산 관리 등과 같이 주민 간 분쟁이 자주 발생하는 내용과 시설물 등을 사용·관리함에 있어 공동체 생활의 질서유지와 마을 발전에 공동으로 참여하는 마을 자치 규범을 말한다.
