[김일웅 기자 = 경기북부/강원] 캠코(한국자산관리공사)는 7월 22일 캠코양재타워(서울 강남구) 20층 대회의실에서 ｢2022년 제1차 내규 규제혁신위원회(이하, 위원회)｣를 개최했다고 밝혔다.

캠코 ‘위원회’는 지난 2020년 불합리한 규제를 개선하고 국민에게 불편을 끼칠 수 있는 요소들을 발굴․해소하는 등 실효성 있는 규제 혁신 방안을 검토․심의하기 위해 발족됐다.

이번 위원회에서는, 국민 누구나 캠코 내규 중 잘못되거나 불필요한 규제의 개선을 요청할 수 있는 ｢규제정비요청제｣를 신설하기로 했다. 

캠코는 국민 요청사항에 대해, 불필요한 규제 여부 심사 후 업무 개선 등의 조치를 취할 방침이고, 제도는 올해 하반기 시행 예정이며, 캠코 홈페이지에서 요청사항을 접수받을 예정이다.

또한, 캠코는 국민이 쉽게 이해하고 활용할 수 있도록 전체 사업부문의 민원업무 신청서 등 서식 42개를 일괄 정비하기로 했으며, 이는 국민이 서류제출 단계에서 업무처리 및 이의(불복) 제기 절차, 신청인에게 유리한 제도 및 유의사항 등을 미리 알 수 있도록 돕기 위해서다.

아울러, 캠코는 이번 위원회를 통해 올해 3월 도입한 ｢규제영향평가* 전담제｣ 운영 성과**를 공유했으며, 전담제는 내규 심사와 규제영향평가를 분리하는 방안으로, 기존 동일 직원의 심사 및 평가 동시 수행에 따른 규제 심사 약화 등을 개선한 제도다. 

* 내부 규정을 제정하거나 개정하는 경우 입안하는 단계에서 불합리한 규제를 사전 심사하는 제도

신흥식 캠코 부사장은 “캠코 민원업무 신청 서식 등이 고객의 의무 위주로 만들어져 고객이 정당한 권리를 행사하는데 불편을 겪는 측면이 있었다”며, “앞으로도 국민들이 보다 쉽게 권리를 행사하고 권익을 보호받을 수 있도록 규제 혁신을 지속적으로 추진하겠다”고 말했다.

한편, 캠코는 정부의 규제혁신 기조에 발맞추어 공공기관에서 선도적으로 ‘규제영향평가제’를 도입하는 등 제도의 개선과 함께 규제혁신과 연계한 적극행정, 반부패·청렴 분야에서도 적극적인 행보를 계속해 나갈 예정이다.
