[김일웅 기자 = 경기북부/강원] 환경부 원주지방환경청은 관내 주요 상수원인 횡성호, 의암호, 충주호의 여름철 녹조 발생에 대비해 환경기초시설 및 폐수배출시설 점검강화 등 사전예방 대책을 마련·시행한다고 밝혔다.

올 여름은 예년에 비해 기온이 높고 강수량은 적거나 비슷할 것으로 예상(5월19일 기상청 장기예보)되어 6월부터 녹조발생이 우려되는 상황이라고 했다.

환경부는 조류 발생에 따른 상수원의 안정성을 확보하기 위해 ’98년부터 조류경보제를 운영하고 있으며, 원주청은 횡성호‧의암호‧충주호 등 3개 호소에 대해 주 1회 수질모니터링을 실시하는 등 경보제를 운영하고 있다고 전했다.

원주청은 녹조 발생에 대비해 오염원 유입 저감, 빈발수역에 대한 감시 강화, 취·정수장 관리 강화 등 총력 대응에 나선다고 밝혔다.

공공 하·폐수처리장(22개소)에 대해 5월부터 9월까지 오염물질(총인) 방류수기준을 강화하여 운영함으로써 녹조를 유발하는 주요원인인 영양염류 유입을 집중적으로 저감한다고 했다.

또한, 다양한 감시수단(환경지킴이, 무인기 등)을 활용하여 비가 내릴 때 녹조를 유발하는 방치 축분 등 오염원을 점검하며, 상수원 상류 가축분뇨·폐수배출시설 및 환경기초시설 등 주요 배출시설을 감시·점검하여 오염물질의 하천 유입을 차단한다고 했다.

원주청은 오는 5월 25일 조류대책협의회*를 개최, 토의식 모의훈련을 실시하여 예상되는 문제점 개선으로 녹조 발생 시 신속하게 대응하기 위한 방안을 모색한다고 했다.
